The thirteenth edition of the International Cartoon Contest is organized by the “Pro Loco” of Gallarate, at cultural purpose, for testify the considerable creative contents of the humouristic concept and graphic that will contribute at the development of a conscious, innovative, pluralistic and tolerant society.

 
Regulations:

1) The contest is open to all cartoonists, illustrators and graphic artists from all over the world
2) Theme: THE NUMBERS
3) Entries: max. 3 works. The works must be original and accompanied by the author’s photo or caricature, entry-form and biography. Each work should bear the signature or mark of the author and name, surname, address, phone number and other data on the back.
4) Size: A4 (21 x 29,7 cm)
5) Technique: Free. Common graphic and digital prints will be accepted but only if signed by the author. Copies of ink and pencil drawings are not applicable.
6) Deadline: September 22, 2007 (the post-mark will provide the proof)
7) Prizes: the Jury will award the following prizes: Grand Prix “Marco Biassoni”; 6 Special Prizes
8) Exhibition: October 13-21, 2007 at Theatre Condominio.
Opening ceremony: October 14, 2007
9) Catalogue: each selected author will receive a copy
10) Property: the Organizers reserves the rights to reproduce the cartoons in catalogue, newspapers, or posters to promote the Contest and to exhibit a selection of works in other locations in Italy and other countries. All the works will not be returned and will be included in the ” Humour Gallarate Collection “.
By submitting the works, the author accepts the rules and regulations of the Contest and the decisions of the Jury.

RICARDO RENDÓN

The Outstanding Colombian caricaturist born in Rionegro-Antioquia (1894-1931), call “The Emperor” of the cartoon. One of the most penetrating and fine Latin American humorists in the XX century, in their work the humor was satire, it was characterized especially by the political cartoon. Their cartoons were true x-rays of the facts and of the individuals. It was pioneer of the graphic publicity in Colombia.

Organized by the municipal administration of Rionegro during eleven serial years in memory of Ricardo Rendón.
The Festival, only in the history of the country for their trajectory and continuity; he has allowed to look at the perception of authors of but of 80 countries, main characters of the changes and experiences of the towns that contribute to the humanity’s growth with the same humour. The laughing thought and its universal language, caricature is the most effective weapon against the thought that does not laugh.
It is a dream and an universal yearning to erase frontiers so  territorial as ideological that prevent us to live in harmony and to visualize the light of the freedom as principle of peace and coexistence.

The Conditions :

  1. The contest is open to all cartoonists all over the world.
  2. The deadline for entries is October 20 – 2007
  3. The themes of the competition are Two: 1. THE TRADE as the culture is reflected in commerce and his universal development, the socioeconomic activity consist in the purchase and sale of goods, as for using, selling or transformating it; The exchange, Street Commerce,International commerce, Free Commerce and everything what it is related to the subject, and Theme 2.  FREE
  4. Each participant can present in the competition a maximum of Four cartoons for theme.
  5. You can participate with cartoons in white and black or in color.
  6. The size of cartoons will not exceed  30 x 40 cms maximum.
  7. You can also participate in the competition with cartoons that have already been published or rewarded previously, all the presented cartoons will be original. Photographs, photocopies etc, will not be accepted.
  8. The transport of the cartoons in charge of the participant.
  9. Participants are requested to send, together with their cartoons, a short   curriculum vitae and a photograph.
  10. In the reverse of each cartoon he/she should go the name, surname, address, telephone number and country of origin of the participant.
  11. The selected Caricaturist will receive free a catalogue.
  12. The jury composed of Colombian and foreign cartoonists.
  13. The results will be announced in the month of December of 2007.
  14. The cartoons presented in the competition won’t be returned.
  15. The organization is reserved the right of exhibiting those works that he/she understands they can attempt against individual or collective rights.
  16. The Participation in the competition supposes the entire acceptance and without reservations all the conditions.

Where does one begin and the other end?
A century ago the French decided that question and separated legislatively these two important institutions. This decision became a universal standard and entered the constitutions of many nations. It was believed that the harmony was established and all the interested parties were satisfied. Unfortunately, in the constantly-changing world one or the other side tries to undermine that balance. We see how the ruling elites oppress the believers and disallow any sign of religious worship. Or vice-versa, the ruling group attempting to fill their own ideological vacuum begins to play with religion. There are nations where religious leaders seeking the highest reaches of political office forget about their flock.

The conflict between religious and secular parts of the community flares up often and Russian political scene is no exception to this tendency. The rising clout of Eastern Orthodoxy doesn’t limit itself to caring about worshipper’s souls, and the populist government does everything to encourage the influence of the church on the citizenry. In situations where non-commercial organizations lose their basic rights, the church is provided with various financial and political privileges. Things have gotten so bad that 10 Russian academics sent a letter to the President asking him to safeguard the secular character of the nation.

Wherever there is a conflict, a cartoonist will always find something to write about. We invite international cartoonists to tell us their thoughts on each of the questions discussed.

Contest rules and regulations
1. The theme of the contest is ?State and Religion.”
2. Everybody can participate in this contest. The number of entries is unlimited.
3. The best works will be exhibited at the CARTUNION site: www.cartoon-expo.com .
4. Two artists will be awarded with “The Complete Cartoons of the New Yorker” (on CD and in print) that sells for $60.
5. Format: JPG or GIF. 100 dpi. The largest side of the image should be 650 pixels.
6. The works have to be sent to the following address: cartoongallery@gmail.com . Please include your name, country, and e-mail address.
7. Deadline for submissions: November 1st 2007.
8. The competent jury will immediately consider all entries. The results will be announced on November 15th.
9. The authors of the selected works will be asked to send the high-resolution copies.
10. The organizers have the non-exclusive rights to use all the works to promote the exhibition (publications, fliers, etc), without payment to the artist.
11. All copyrights belong to the author.
12. Artists submitting cartoons will automatically agree to abide by the above rules.

1st International Saloon of Humor
for the Amazon Forest / Brazil

1. DATES:
Registration: From June 27th to August 31st.
Result of the previous selection: September 2007
Result of the selection by the International jury and the releasing of the
final result: October 2007

2. PARTICPATION:
All cartoonists, professional or not, are allowed to submit original works,
since they have not been awarded in other saloons up to the deadline for
registrations (August 31st 2007). Each author may submit up to 3 (three)
works developed under any technique, including those ones done by computers.
For each work sent, one entry form must be filled up. The entry forms are
available at www.brazilcartoon.com

3. THEME:
Humor for the Amazon Forest.
4. SENDING THE WORKS:
All works, including those ones drawn by hand, must be sent by e-mail,
resolution 300 DPIs, color mode RGB, JPG (average quality – 5) or PDF up to
the limit of 1,5MB for each work. Each e-mail must contain only one work and
it must come with the respective entry form.
5. PRIZES:
5.1 The guiding criteria for selecting and awarding will be:
Creativity.
Originality (The work must not have been published in any kind of media and
must not have been awarded in this kind of competition either).
Quality of the drawings.

5.2 PRIZES:The prize for the first place will be R$ 10.000,00 (Ten thousand
Reais) plus a trophy and a certificate.The second and third places will
receive trophies and certificates. The jury may give honorable mentions to
the participants.
• The awarded works will be part of the brazilcartoon Artwork Collection.
• Prizes not taken in 90 (ninety) days after the releasing of the results
will become worthless. The value of the prize for international works will
be converted to dollars according to its value on June 27th 2007, date of
the beginning of the competition. The prize will be paid in March 2008.

6. COPYRIGHT
By submitting their works, the authors transfer automatically all copyright
of their awarded works to brazilcartoon, which may use the works freely. The
awarded works will be part of the brazilcartoon Artwork Collection.

7. DISAGREEMENT ON RESULTS
If the jury verifies any kind of fraud or plagiarism on one or more works,
it will cancel the prize. The works will be on the website
www.brazilcartoon.com in October 2007 and the results may be contested up to
10 (ten) days after the opening of the saloon, supported by proper proves of
any mistake made by the jury. Works sent that are not according to these
rules and regulations or those containing any kind of plagiarism will be
automatically excluded of the contest.

8. WHERE TO REGISTER
To ensure that the works will be sent properly, we suggest that the works be
sent through our website, filling out the entry form and attaching your
drawings.

Deadline: August 31st 2007. The date the e-mail was sent will be observed.

Friedrich Schade, former editor-in-chief of the journal ”Entwicklungspolitik” (Germany); Mr. Erich Stather, Permanent Secretary, FederalMinistry for Economic Cooperation and Development, Germany and Mr. Jasper von Altenbockum (Germany), chief of the political desk of the daily newspaper ”Frankfurter Allgemeine Zeitung” The expert jury will be assisted by Nobel Peace Prize laureate Ms. Prof. Wangari Maathai (Kenya).
The awards are to be handed over to the winners of the contest at a ceremony in Berlin in December 2007.
The organisers of the contest will encourage the reprinting of cartoons in print and online media. We will bring out a special publication and will present the cartoons in the contest website www.cartoon-competition.org and other relevant websites.

The jury of the global contest on: “Africa: No Opportunities, Continent of Crises or Renaissance”
Jasper von Altenbockum, studied in Tübingen (Germany), Berlin (Germany), Münster (Germany) and St. Louis (USA), where he earned his Masters of Arts in politics, history and comparative literary studies from the Washington University. He wrote his PhD thesis on W. H. Riehl. In August 1989 he joined the political desk of the daily newspaper „Frankfurter Allgemeine Zeitung“ (FAZ) in Frankfurt am Main as a writer. From August 1994 to Juli 1996 he worked as a correspondent in the German states of Schleswig-Holstein and Mecklenburg-Vorpommern, later in Scandinavia and the Baltic States. Currently, he is chief of the political desk of the FAZ.

Marie-Roger Biloa studied German literature, political science and history in Abidjan (Côte d Ivoire), Paris and Vienna, where she earned her PhD. She is publisher and editor-in-chief of the oldest Africa magazine “Africa International. She is a renowned editorialist and TV guest commentator (TV5, France 2, TF1, ZDF, ORF, BBC) and recipient of several media awards (UNESCO, French Press Club). In 1998, she received the “Percy Qoboza- Journalist of the Year Award” by the National Association of Black Journalists (NABJ) in Chicago. In 1999, the Cameroonian Government designated her as the “Top Cameroonian Media Person”. She chairs a brainstorming centre for Africa’s development, the Club Millennium, in Paris-Champs Elysées.

Rainer Hachfeld studied animation and stage design at Germany’s Meisterschulefür das Kunsthandwerk and worked as a set designer for several political cabarets in West Germany during the ‘60s. He published his first political cartoons in 1962. Since 1990, Hachfeld has produced cartoons for such publications as Neues Deutschland, Le Monde and Die Zeit, and continues to write humorous and satirical plays and articles. He was a member of the jury of our global cartoon contest in 2005.

Al Imfeld studied theology, philosophy, sociology, afterwards journalism and agriculture. He works in many fields and is a development expert. As journalist he contributes to newspapers and radio. He has published a variety of books. He was a member of the jury of our global cartoon contest in 2005.

Dieter Kramer studied in Mainz and Marburg (German studies, ethnology/European ethnology, political science, sociology) and worked from 1977 – 1990 in the Department of Culture and Recreation in Frankfurt (Germany). Till 2005 he was curator of the Museum der Weltkulturen (Frankfurt/Main). In 1987 he became professor at the University of Vienna in the field of European ethnology. In 2006/2007 he was a member of the parliamentary commission of inquiry “Culture in Germany”of the German Bundestag. Dieter Kramer was member of the jury of our global cartoon contest in 2005.

K. Friedrich Schade studied economics and sociology at the University of Frankfurt/M. From 1966 to 1970 he worked at the German Federal Ministry of Economic Co-operation and Development, Bonn in the department for development education. From 1970 –2003 he was the executive editor of the German development journal epd-Entwicklungspolitik. In 2004 he became the first editor-in-chief of the journal development politics which succeeded epd-Entwicklungspolitik until his retirement. “Zeitschrift Entwicklungspolitik” was relaunched and renamed in 2005 as “eins Entwicklungspolitik“, the main organizer of this contest. K. Friedrich Schade initiated the first cartoon-competitions of the journal in co-operation with the German Third Worls Journalist Net.

Erich Stather is State Secretary at the Federal Ministry for Economic Cooperation and Development since October 1998. From 1971 – 1978 he studied in Freiburg and Mainz (Germany) social sciences, history and law and graduated with a Master’s degree in social sciences. After final degree he started as personal secretary to the Lord Mayor of Mainz and worked later as press spokesperson of the SPD parliamentary group in the state legislature and State secretary and spokesperson for the state government in the German state of Hessen. He chairs the supervisory board of the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH. Furthermore, he is the chair of the supervisory board of the Deutsche Investitions- und Entwicklungsgesellschaft mbH (DEG) since December 2002 and of the supervisory board of Capacity Building International, Germany (InWEnt).

2ª MOSTRA D’HUMOR GRÀFIC
La Unió de Periodistes Valencians (UPV) organitza la 2ª MOSTRA D’HUMOR GRÀFIC en col.laboració amb FECO ESPAÑA i el patrocini de la Caja de Ahorros del Mediterráneo (CAM). L’objectiu de la Mostra és destacar el paper fonamental de l’humorisme gràfic en els temes que preocupen a la societat. L’humor gràfic és un génere periodístic de denuncia i de compromís cívic, que preten contribuir a la reflexió i a l’acció, tot despertant amb el somriure la consciència contra la depredació de la Terra.
B A S E S

1.    Tema: LA TERRA EN PERILL. Un món sostenible és possible. No podem continuar amb l’emanació de gasos que deterioren la capa d’ozon, la depredació urbanística, els vertits d’aigües contaminades, el rescalfament del mar, els mils de milions de tones de residus, el consum indiscriminat d’aigua, la eliminació indiscriminada de boscos, la disminució d’espècies animals i vegetals.
2.    La Mostra està oberta a professionals i aficionats.
3.    El termini de recepció de les obres és el dia 15 de setembre de 2007.
4.    Un Jurat format per especialistes qualificats realitzarà la selecció d’entre les obres presentades.
5.    Els dibuixos seleccionats s’exposaran a la ciutat de València, a l’Aula de Cultura CAM “La Llotgeta”, del 6 al 29 de novembre de 2007. A partir d’eixa data la Mostra anirà itinerant per diverses ciutats. Finalitzada la Mostra itinerant, es tornaran les obres als/les autors/res.
6.    El tamany de les obres serà mínim din A4 (210x297mm), màxim din A3 (297x420mm).
7.    El número màxim d’obres són 3, en blanc i negre o color, sense text i en qualsevol tècnica.
8.    Darrere de cada obra figurarà: Nom, adreça, telèfon, fax i correu electrònic de l’autor, així com el títol de l’obra.
9.    Els dibuixos deuran ser originals. S’acceptaran dibuixos realitzats de forma digital, signats per l’autor. No s’acceptaran fotocòpies.
10.    Al finalitzar la Mostra i l’exposició itinerant es tornaran les obres originals a expenses de l’organització, però no les obres digitals.
11.    S’editarà un catàleg amb les obres seleccionades que s’enviarà als/les autors/res seleccionats/des.
12.    Les obres deuran enviar-se a:    FECO ESPAÑA. C/ Cooperativa San Fernando, 7-8ª. 46007 VALÈNCIA –España-
13.    És imprescindible enviar el full d’inscripció junt a les obres i un breu  curriculum.
14.    L’organització no es responsabilitza de possibles d’anys ocorreguts en el              transport, aliens a la mateixa.
15.    Els autors i autores que ho desitgen podran cedir gratuitament la seua obra a l’organització de la Mostra amb la finalitat que forme part d’un Fons Documental Internacional d’Humor Gràfic, el qual es crearà a partir d’aquesta 2ª Mostra per les entitats organitzadores, juntament amb una institució pública valenciana. L’autor o autora que elegisca aquesta opció haurà de donar la seua conformitat indicant-ho al full d’inscripció. La finalitat d’aquesta iniciativa cultural és crear un centre de documentació internacional on es puga estudiar i exposar l’obra dels dibuixants gràfics d’arreu el món.
16.    L’acceptació d’aquestes Bases pels participants implica la cessió dels drets d’autor a l’organització, únicament per a la difusió informativa, l’edició dels catàlegs i la Mostra itinerant. La reproducció de les obres seleccionades no implicarà cap pagament per part de l’organització, ja que tant els catàlegs com l’exposició itinerant no tenen cap finalitat lucrativa.
