48. Knokke-Heist International Cartoonfestival 2008
1. PARTICIPATION
This contest is open to anybody aged at least 18. By the simple fact of participating, all contestants accept the conditions and provisions of these regulations and agree to abide by the decisions of the jury. There will be no correspondance about this competition. The Belgian law is applied as far as the tax on the prizes awarded to foreign participants is concerned.
2. THEMES:
A. No theme ( free)
3. ENTRIES -In total 5 cartoons
3.1 The entries
a) must be original cartoons; in black and white or in colour
b) may not as yet have been exhibited in Belgium, nor have won a prize at another festival.
c) may bear no captions
d) must be sent
– either flat and not folded
– or not folded, rolled in a hard case
Remark : The entries (dimensions, number, etc.) and the registration form (signature, date of birth) which do not comply with the above mentioned articles will not be taken into consideration for the international competition and will be returned to the sender.
4. DIMENSIONS OF THE CARTOONS
A : min. 21 cm and max. 42 cm
B : min. 30 cm and max. 60 cm.
Cartoons already under glass, framed or on other materials than paper will not be eligible for the exhibition.
5. ENTRY FORM
Your participation will only be taken into account if your entry form carries your date of birth as well as your signature. Every cartoon must state the surname and first name of the author on the back. Postage must be paid by the participants.
6. PROPERTY RIGHTS
By the mere fact of taking part in the contest, the participants empower the organizing association to make use of their entries for promotional purposes on behalf of the International Cartoon festival and the seaside resort of Knokke-Heist (cartoonbook, catalogue, publicity in the press and other media, posters, folders, calendar, official gifts by the local authorities and/or the festivals organizers, etc.)
7. JURY
Among the entries, a jury makes a selection for the exhibition and appoints the prize-winners.
8. ADMISSION TO THE EXHIBITION
Upon presentation of the receipt of their entries, all contestants will be admitted to the exhibition without charge.
9. PROPERTY OF THE ORGANIZING ASSOCIATION
All award-winning entries will become property of the organizing association. The organizing association will have the option to retain one drawing at the most of every contestant whose work was selected. Article 6. will be applicable.
10. CATALOGUE / CARTOONBOOK
In cooperation with the” Davidsfonds Leuven “a catalogue / cartoonbook will be edited according to the technical and financial means. Selected participants are entitled to one catalogue.
11. RETURN MAIL
The charges for returning such works as will not become the property of the organizing association will be borne by the latter. The organizers will endeavour to handle the return forwardings with the utmost care but cannot be held responsible for loss or damages.

International competition on drawing for women – “Jaka bede … 2009”
REGULATIONS
The subject of the competition is a woman, modern and fashionable, joyful and upset one, a wife, mother and a friend but not also a sportswoman, a physician or just the woman… Everybody knows that it is not possible to live without her…
Participation
In the competition will take a part drawing, cartoons and other plastic arts made in optional technics; those original works that have already been exhibited or published but not being rewarded.
1. Competition will be carried in two categories: DRAWING and SATIRE. The author qualifies his work for the chosen category by himself.
2. Format of work – max A3, amount of work – up to 2 works in each category
3. Entrants are responsible for ensuring the correct postage.
4. Entries must arrive at the address below by not later that 25.02.2009 /deadline/

5. The reverse side of the cartoon and / or drawing should bear the surname, forename and address of the entrant in Latin block letters.

7. The condition of returning of sent entries is handing down for the Gallery one selected by the author work.
8. Rewarded works will belong to the organisers.
9. Sending plastic works is synonymous with author’s agreement for the regulations of the competition.

3. Awards are handed in during the opening ceremony of the exhibition “Jaka bede…” or during the summer /plener/ in Jedwabno organized specially for laureates of the competition. On special request of a laureate his award can be sent by mail.

1. Authors of selected for the exhibition entries will get a gratuitous catalogue.
2. The decision of the festival is predicted to be announced on 10 March 2009 at 17 o’clock

The international cartoon contest named in honour of Rudiy Panko
(a beekeeper from a farm near Dikanka)
Each kind author will react : “What’s this? A contest named in honour of a beekeeper? They threw an internatinoal contest for the sake of a beekeeper? Thank God! They haven’t plucked enough geese and they haven’t wasted enough rags for paper yet! A few people of different ranks made their fingers inky!”
We are not going to argue with such a kind author. We will only remark that…
– in 2009 it will be 200 years since the birthday of N.V.Gogol, who made Rudiy Panko famous,
– In addition, since the times of Rudiy Panko we do not have such a brilliant narrator, who can describe all human wonders and fears,
– even N.V.Gogol himself wouldn’t turn down a proposal to paint some caricatures of modern people and those that suck up to those in charge, if you don’t mind us saying so,
– we ask you not to confuse our beekeeper with another famous beekeeper (ours is from Dikanka, and that man is from another place).
So we have such an egg-flip (gogol-mogol), ladies and gentlemen!
The theme of the contest is “Gogol-mogol (egg-flip) 2009”
N.V.Gogol himself will help you to know which stories, wonders and fears you should paint:
“The soil is great! And the harvest was always wonderful; but in the bewitched place there was never anything good. They sow the seeds correctly, but something incomprehensible grew: maybe a watermelon or maybe not, maybe a pumpkin or maybe not, may be a cucumber or maybe not…the devil only knows!
For the kind authors we will explain – you should paint our modern life, but don’t forget N.V.Gogol – his characters stay alive even nowadays!
Terms of the cartoon contest named in honour of Rudiy Panko
1. Art works are welcomed till 1st August 2009 (included). We will place the works on the web-site in the section “cartoon” with a note “Contest work”.
2. The vote of all registered users for the works on our web-site www.art-krug.com – till 1st September 2009 (included).
3. We will send 50 originals which score the most runs till 20th September 2009.
4. In October we will publish the contest booklets.

He was awarded by the highest award of the International Awards Fund – the Nikolay Chudotvorets award “For increasing good on the Earth”.

RICARDO RENDÓN
The Outstanding Colombian caricaturist born in Rionegro-Antioquia (1894-1931), call “The Emperor” of the cartoon. One of the most penetrating and fine Latin American humorists in the XX century, in their work the humor was satire, it was characterized especially by the political cartoon. Their cartoons were true x-rays of the facts and of the individuals. It was pioneer of the graphic publicity in Colombia.
15th RENDON INTERNATIONAL CARTOON FESTIVAL
The Festival is an event sponsored by the municipal administration of Rionegro during Fourteen serial years in memory of Ricardo Rendón Bravo.
The Festival, only in the history of the country for their trajectory and continuity; he has allowed to look at the perception of authors of but of 80 countries, main characters of the changes and experiences of the towns that contribute to the humanity’s growth with the same humour. The laughing thought and its universal language, caricature is the most effective weapon against the thought that does not laugh.
It is a dream and an universal yearning to erase frontiers so territorial as ideological that prevent us to live in harmony and to visualize the light of the freedom as principle of peace and coexistence.
The Conditions :
1) The contest is open to all cartoonists all over the world.
2) The deadline for entries is November 8 – 2008
3) The themes of the competition are Three:
Theme 1. THE FUTURE, My Future, the immediate future, the one that satisfies
the necessities of the human being, the sustainable future, political, social,

4) Each participant can present in the competition a maximum of Three cartoons for theme.
5) You can participate with cartoons in white and black or in color.

7) You can also participate in the competition with cartoons that have already been published or rewarded previously, all the presented cartoons will be original. Photographs, photocopies etc, will not be accepted, and the transport of the cartoons in charge of the participant.
8) Participants are requested to send, together with their cartoons, a short curriculum vitae and a photograph.
9) In the reverse of each cartoon he/she should go the name, surname, address, telephone number and country of origin of the participant.
10) The selected Caricaturist will receive free a catalogue.
11) The jury composed of Colombian and foreign cartoonists.
12) The results will be announced in the month of December of 2008.
13) The cartoons presented in the competition won’t be returned.
14) The organization is reserved the right of exhibiting those works that he/she understands they can attempt against individual or collective rights.

RULES
1. Theme: “Sand, Pebble and Gravel”
2. The number of entries is limited until 5. They shall not have been exhibited or published before. Works must be originals and any kind of graphical technique will be accepted, including digital artwork if they are originally signed and if the print is number one (manual numbered).
3. The works have to be sent to the following address:

Our website will inform you if your works have arrived. The list of participants will regularly be updated.
4. The drawings shall have the following dimensions: 210 x 297 mm (A4) – (8.268 x 11.693 inches). The works shall not be provided by a passe-partout, neither be stuck on to a larger paper. The drawing must bear, on the reverse side, the surname, forename and address of the participant. The drawings shall not bear subtitles.
5. By virtue of their participation, the participants authorize the organizers to publish some of their works that they have received (in the catalogue and for the promotion of the exhibition).
6. The following prizes are foreseen:

9. If after announcement of the prizes, it appears that plagiarism has been committed, the jury can after deliberation withdraw the prize.

The UMO – International Cartoon Contest is held by UsabilityMatters.Org towards the World Usability Day. All the awarded and qualified cartoons will be exhibited on 13th November 2008 on the World Usability Day.
Participation is open to all cartoonists from every country in the world. There is no Entry fee.

Theme for the Competition
The wheel rolls on
Brief: How long can our planet feed in to all our living needs? We have been thanklessly exploiting the mother of all resources for such mundane acts as driving to a shop just around the corner to buy groceries instead of helping ourselves with a short walk.
With so much exploitation already done in digging and boring our planet (the wheel of our survival) for its energy resources, we have punctured our own prospects of continuing the journey of human kind as long as possible.
Its time to think of alternative energy sources, efficient means to control fuel usage, rethink transportation be it by road, by air, by water or into space to conserve energy. Reduce pollution and other ill effects of transportation. It’s also time to think about efficient ways to optimize the usage of personal vehicles, by taking car/bike holidays, by encouraging mass transportation systems and by bicycling to as many needs as possible.
All in all its time to think, live and practice greener ways of leading life on the run. We invite cartoons which humorously communicate the seriousness of the theme, by rethinking transportation and thinking green.

A jury will select the top 6 winning entries, the cartoonists will be granted a cash prize award of

An exhibition of the winning and short listed entries will be held and UMO will publish an exhaustive works report.
The jury and the judgment criteria
We are in process of putting a jury of well-known professionals and socially active personalities. The names will be announced in due course, depending on confirmation. For Judgment jury will use criteria such as creativity, humor, visual communication, presentation, persuasiveness, originality, cleverness, relevance of content and execution to identify the winner.
