Regulations
1. Theme: Dinosaurs and other extinct animals.
The illustrations may portray the animals as life-like appearance,
 including their natural habitat, or any found fossil remains.
2. Identification: The illustrations must have an accompanying
 document that clearly and unequivocally identifies the author
and contains the author�s name, age, e-mail, phone number,
postal address and country. The artwork�s title should include
the names of the depicted species.
3. Participation: Any person over 15 years of age, of Portuguese
 or other nationality may participate.
4. Sizes and techniques: The minimum admissible
size is 148 x 210 mm (5.83 x 8.27 inches).
There is no maximum size. Framed works are preferred,
 although the frame is optional. All illustration techniques
 and materials are accepted. The submission,
with the art work, of a CD with the digital version
of the art work is a positive valuation factor.
5. Digital imagery: Digital images must have a minimum definition of 300 dpi,
real size, uncompressed. In addition to the CD-ROM a printed
copy should be supplied. These materials will not be returned.
6. Art work selection criteria: The art works will be selected based
 on their scientific accuracy and on the quality of the employed techniques. Art work that has been submitted to previous editions of the DIIC is not admissible.
The following are preference criteria:
* Illustrations of Portuguese species
* Animals depicted as life-like appearance, set in their natural habitat.
7. Calendar:
* Submission of art work: up to May 31, 2009.
* Exhibition and announcement of contest winners: up to July 31, 2009.
8. Prizes: The prizes are monetary, in the Euro currency.

5 honorable mentions 50 � each

Two of the prizes are reserved for illustrations of fossils.
9. Sending the artwork: The artwork may be sent, at the author�s expense,
 by mail, or delivered in person to the Museu da Lourinh�.
Any artwork sent via e-mail will not be accepted.

Notes:
1. GEAL – Museu da Lourinh� accepts no responsibility for any damage
or loss of materials sent to this contest.
Contestants should take good notice that when sending artwork
by mail good wrapping is essential. In previous editions of
the contest many works sent by mail were received in damaged condition.
2. In order to avoid heavy import taxes, contestants
are advised to declare the goods as �no commercial value�
and �bequest� or �loan�. The contest�s organization does
not pay for any import/export taxes.
10. Returning the artwork: The artworks will be returned
 starting in November 2009. Authors can retrieve them
at Museu da Lourinh� or they can be sent by mail.
The organization does not pay for any taxes or insurance
 nor for any return costs above �40,00 (Forty Euros).
11. Jury: The Jury members are Miguel Telles Antunes (paleontologist),
 Fernando Correia (biologist and scientific illustrator),
 Nuno Farinha (biologist and scientific illustrator),
Oct�vio Mateus (paleontologist, organizing committee),
Jos� Projecto (painter) and
Sim�o Mateus (illustrator, organizing committee).

The jury�s decision is final and can not be appealed.
The jury reserves the right to not awarding one or more
 of the prizes if the quality of the entries justifies it.
The contest will only take place if there is a minimum
of ten valid submissions.
12. Reproduction rights: When submitting artwork the author implicitly
accepts the present Regulations and gives to
GEAL – Museu da Lourinh� non-exclusive rights for reproducing
the artwork and advertise the contest, including,
but not exclusively, in books, through the Internet,
on promotional materials, editions, publications,
museum support and scientific studies,
while GEAL agrees to always reference the author in
 any utilization it makes of the artwork.

R E G U L A T I O N S

1. This year’s contest comprises a theme section (titled Customs / Costume) and a Free section.

2. The size of works should be smaller than 297 mm�420 mm.

3. Any color, free style, and unlimited items.(+3 Works)

4. Each entrant should provide title, name, age, address, career, e-mail, and telephone number on reverse.

5. The deadline for entry is Jun. 30, 2009.

6. Entries should be addressed to the Daejeon International Cartoon Institute, 450, Wolpyeongdong, Daejeon, Seoul 302-280, Korea.

7. The most creative cartoon will win the Grand prize of $3,000, Gold prize of $1,000, Silver prize of $500, Bronze prize of $300, and 300 Selected
works will be awarded.

8. Exhibit the cartoons at the Daejeon Gallery in Oct. 2009.

9. Submitted cartoons will not be returned, but exhibited forever in Korean public halls, art galleries, & museums.

7) Choosing and Presenting works:
The contest organization committee will invite the domestic and foreign renowned cartoonists to form the appraisal committee, who will discuss and elect the excellent works, simultaneously, they will host the corresponding evaluation work on the line too.
After the election had ended, we will invite the cartoonists who got the prizes and the appraisal committee to come to the Guangxi City College or the Guangxi Museum to attend the contest presentation ceremony, please pay attention to the announcement of media by the organization committee.

Guangxi City College has the following rights to the participative works:

2- Theme
All of our daily lives include living, dining, travel, dress, sports,
automotive, environmental protection and current affairs are relevant
to popular science, which can be as creative themes.
 The participative author can play own imagination fully.

4- Cartoon works request
The work can be Single cartoons, Four-frame comic strips,
Multi-grid comic and Illustrations
The size A4(21*29.7cm) is better. Picture is Tiff or Jpg ,
use Fountain pen except Colored and electronic form manuscript.
 Hand-painted need to preserve the original draft, after scanning,
you then upload the participation. Works resolution shall not
 be less than 300 dpi. If you submitted by mail,
please only use CD-ROMS and accessory detailed writing introduction,
 creativity explanation and so on . Do not accept a separate print version.

5- Animation Works request
The work can conclude Television animation,
Network animation, Flash animation
The work time length is not limit, Suggests
30 second – 3 minute. Flash animation work must submit SWF and FLA
 source document. 3-D animation works should submit MOV form.
Select a representative picture and interception
a part as work index image. ( size: 130*100 form is better, tiff
 and jpg form each, Size: below 20k).
 If you submitted by mail, please only use CD-ROMS and accessory
 detailed writing introduction, creativity explanation and so on .

The participative work must be from the participants or collective creativity.
If discovered that plagiarizes and encroaches other people’s
 property right. Plagiarist will be disqualified.

PARTICIPATION CONDITIONS

  1. The PAPKINADA 2009 International Cartoon Contest is an open competition.
  2. The objects of the competition are drawings, graphics and other works of fine arts and photography created with the use of optional techniques, being originals, and qualified by artists to:

  3. WORKS AWARDED IN OTHER COMPETITIONS will be excluded from the competition.
  4. The format of the works – maximum A3 (297 x 420 mm).

N o t e !

Awards are subject to taxation according to the current regulations. The condition to pay the authors is their arrival for the opening of the exhibition and collection of their awards, or indicating a bank account the money should be transferred to.

PRIVILAGES OF PARTICIPANTS

  1. Authors of work qualified to the exhibition are given a presentation copy of the exhibition catalogue and a free-of-charge place in the catalogue.
  2. The organisers provide the competition prize-winners with gratuitous participation in the PAPKINADA 2009 event on 3-5.07.2009.
  3. Works sent to the exhibitions will be exhibited in the country and abroad after the main exhibition, and then will be returned to their authors by the end of 2009.

FINAL PROVISIONS

  1. The organisers reserve the right to use the sent works for PAPKINADA advertising purposes without any special fees paid to the authors: to be exhibited and reproduced in a variety of advertising materials, as well as printed and circulated in catalogues.
  2. The prize-winning works become the property of the organisers and will be included.
  3. The exhibition organisers are the finial judges in interpretation of the regulations.
  4. Sending his work the artist agrees to the mentioned above rules and regulations and agree to the publishing of the author’s profile in the post-exhibition catalogue.
  5. Kolobrzeskie Stowarzyszenie Inteligencji Tworczej is the organiser of the PAPKINADA 2008 International Cartoon Contest. The Gallery of Contemporary Art and Polish Cartoonists’ Association are the co-organisers.

SCHEDULE
01 – The 17th Universitarian Humor Exhibition of Piracicaba/UNIMEP, organized by the Universidade Metodista de Piracicaba – UNIMEP (Methodist University of Piracicaba), will be held in accordance with the following schedule:

Art selection: June 1th , 2009
Awards: June 5th, 2009

PARTICIPATION
02 – Only students enrolled in an under-graduate or graduate program, of any University or College acknowledged by its local government, can apply to the Universitarian Humor Exhibition. They must send the Application Form together with a document that can prove his enrollment in a University or College.

CATEGORIES
CHARGE: humoristic drawing related to a recent fact
CARTOON: humoristic drawing with no relation with any specific fact
CARICATURE: face reproduction with anatomic distortion, usually from a well-known person.
COMIC STRIP: sequential story in stages/frames.
SPECIAL: thematic category specific to humor artworks that deal with ENVIRONMENTAL / ECOLOGICAL issues.

APPLICATION
There is no charge or cost for the application and it can be done in person or by electronic or regular mail.
03 – Each participant can apply to as many categories as he or she wishes, with no limit regarding the quantity of works sent. However, THEY MUST BE FROM HIS OWN AUTHORSHIP AND NEVER BEEN PUBLISHED BEFORE. In the cases where these conditions are not followed, the committee will proceed with the cancellation of the application or the annulling of the awards and the mentions received. In addition, the committee may decide to take legal action against the transgressor.
Obs 1: COPIES WILL NOT BE ACCEPTED (photocopies, photography, heliography) of the artworks.
Obs 2: Artworks made in the computer and printed will be accepted since they follow the rules of authorship and must not have been published before.

04 – The Artworks sent by email or delivered in person must respect the following observations: 30 x 40 centimeters (12×16 inches), no frames attached, identification in the overleaf containing first and last name, country, telephone, e-mail, the category in which the specific artwork is being submitted and the name of Educational Institute (write in print). 05 – Copies of the Application Form will be accepted if they are perfectly readable.

06 – The Artworks sent by e-mail to salaodehumor@unimep.br must be formatted in JPEG, 300 dpi, limit file size: 2MB. Other procedures for sending an electronic file can be found at www.unimep.br/salaodehumor.

07 – The applications will be valid if, besides the observation of the 2nd, 3rd, 4th and 6th items, are received by the Organizational Committee until May 25th, 2009. For the application by mail, the date of postage will be considered.

08 – All valid Artworks applied will be submitted to a pre-selection process, and only these will be eligible for the awards.
Obs: All applied Artworks can be reproduced by UNIMEP with the purpose of promoting the Universitarian Humor Exhibition.

AWARDS

09 – The following awards will be granted:
a) Three (03) awards in cash of R$ 1.000,00 (one thousand Reais) each. Two of them will be given by the Award Jury. The third award will be granted to the winner of an open Internet Election. All categories are eligible for these awards.
b) Eight �Special Portfolio� awards, that will be elaborated by the Organizational Committee with the following composition: the awarded Artwork; the history of the artist; a letter of recommendation from the Universitarian Humor Exhibition, UNIMEP and the Award Jury; reproduction of other Artworks from the artist and contact information. The �Special Portfolio� will be sent to professionals from the area of communication and arts, press, organizations, directors of art, and other destinations pointed by the jury and by the Organizational Committee. The selected artists for the award �Special Portfolio� must send all the material needed to the Organization of the event until 45 days after the award ceremony.
c) 01 Special/thematic Award �Meio Ambiente/�Centro Cultural Martha Watts��, in the value of R$ 1.000,00 (one thousand Reais), given to the best artwork that deals with ENVIRONMENTAL/ECOLOGICAL issues (according to the item �Categories�)
Obs: Other awards and mentions can be created by the Organizational Committee.

10 – The selection of the Artworks to be presented in the Exhibition and the selection of the winners will be conducted, respectively, by the Selection Jury and the Award Jury. Members of the Jury are people with acknowledgeable talent in the area.

11 The awarded Artworks in conformity with items 8 and 9, will be considered property of the Methodist University of Piracicaba. The ownership, utilization rights and any other rights over the Artwork will pertain to UNIMEP, that maintains to itself the right to use it as wanted.

12 – The non awarded Artworks can be withdrawn by the authors in person or by written permission to a third party in the period from August 26th to October 27th, 2009. in the same location mentioned in item 07. The Artworks can also be returned by mail; for that the author must send a written request authorizing the mailing of the work, which will be paid by the recipient.

13 – The Organizational Committee and the Methodist University of Piracicaba are not responsible for eventual damage or loss of the artworks sent by mail.

14 – The formalization of the application will indicate that the participant is in accordance with this regulation.

15 – Problems not foreseen by this regulation will be solved by the Organizational Committee and the President of UNIMEP.

Competition Conditions and Regulations

0. Conditions

SICAF Organizing Committee and Seoul Animation Center are proud to present the SICAF International Digital Cartoon Competition 2009 under the generous support of Seoul Metropolitan Government. By organizing this Competition, we aim to promote digital cartoon as a new medium for creating and enjoying cartoon and comics, and to discover and support promising digital cartoon / comics producers. We would like to extend a warm invitation to talented, aspiring producers all around the world to submit their art to our competition. If you are interested, please make sure to read this document very carefully. Submitting your work means you have read and accepted all terms and regulations of this Competition.

1. Qualifications

Your work should hold major characteristics of cartoon & comics, and should be viewable using digital techniques.

You should be the copyright holder of the artwork you submit. Only original, unpublished works, without any previous prize-winning or competition selection history and any commercially used history, are qualified. Works entered in previous SICAF Digital Competition cannot be submitted again.

2. Theme and Official Languages

There is no special theme designated by the organizing committee.
The official languages of the competition are Korean and English.

3. Categories

A) Web-Cartoon: 1 to 4 frame web-based cartoon
B) Web-Comics: No limitation on number of episodes, but the submitted should have a complete narrative structure as a story
C) Digital Illustration: Illustration made of Computer Graphics (ex. 2D, 3D, 2D+3D composite works)

4. Submission of Entries

-1 to 4 frame cartoon viewable in a web browser (I.E. Version 6.0, Firefox Version 2.0)

-Viewable in browsers of mobile devices such as cell phone, PMP, etc.
-About 30 cuts for one episode
-No limit on number of episodes, but the submitted should have a complete narrative structure as a story

based on the characteristics or work and need of producers

A) Please enter your work in the appropriate format. You may choose from the following modes of implementation: the internet, mobile, or other digital media.

B) If you are submitting something not in either .jpg or .gif format, you must specify the viewer software or tool which can open the file. The specific viewer software should be submitted along with the artworks.

C) If the works contain texts in languages other than the official languages (English or Korean), English translation should be submitted with the artwork.

5. How to enter your work

A) No registration fee is required
B) You can submit works in more than one category.
C) Entry Deadline: All forms and materials must be submitted no later than April 15, 2009. Works received after this date will not be considered for selection.
D) Please make sure to include ALL of the following:

– Entry Form: One entry form is required for each work. Only completed and signed entry forms will be accepted.
– Producer’s photo or caricature
– 3 digital color images representing your work (min.6cm x 8cm, 300dpi or higher)
– Text or dialogue list in Korean or English (If the entrants fail to submit English text or dialogues, the selection will be solely based on the artwork itself. Texts and dialogues will not be put into consideration.)
– Your original work

F) Submission

– Please submit your work on-line at our official website, www.sicaf.org.
– Any modification should be made only on and before the entry deadline. Modification after the deadline is not allowed.

6. Preliminaries

-The Selection Committee is responsible for the Preliminaries, choosing works to advance into the final round of competition.
-Members of the Selection Committee, all of whom must be cartoon & comics professional, will be appointed by the Chairman of SICAF.
-None of members must be, in any way, involved in the production and/or distribution of works submitted for selection. The Committee members will elect their President at the first Committee meeting.
-The selection result will be announced later than May 25, 2009 on the SICAF official web-site (http://www.sicaf.org/
) and by the SICAF e-mail newsletter.
-Should you wish to withdraw a submitted work, you should delete your file on official web-site by April 15, 2009. No request for withdrawal after the deadline will be accepted.

7. Final decision

– Final decisions will be made public within 24 hours following the Final Certificate’s signing in June, 2009 ( Final decision will take place in June, 2009), and this time the International Jury is responsible to decide the prize-winning works.)
– The International Jury members, all of whom must be cartoon & comics professionals, will be appointed by the Chairman of SICAF, and will be announced no later than July ,2009, on SICAF official website.
– 40% of the Jury will be non-Korean professionals invited from abroad, and no Jury member must be, in any way, involved in the production and/or distribution of works presented in competition.
-The decision of the International Jury will be considered final, and no objections regarding the decisions will be accepted.

9. Disqualifications

A) An entry will not be considered for selection in any of the following:
-Entry form is not completed and the entrant’s information is not clearly provided
-Information on the entry form is not faithful to the truth
-The entrant is not the copyright holder of the work.

B) prizes / award decisions may be annulled when:

-The entrant is not the copyright holder of work.
-The work has been prized or selected at any previous competition.
-The work is found to be a plagiarism of, or closely similar to other works.

10. Translation

– The SICAF Organizing Committee will provide Korean translations of non-Korean works selected for the final competition. We will bear all expenses of translation only if the SICAF organizing committee receives the complete English text of the dialogue and commentary. The Korean translation will remain as the property of Competition host organization. Korean translation will be exhibited with the artwork during the festival period.

– Non-English texts should be translated in English by the entrants themselves, at their own expense.

11. Winner Invitation
– Prize-winners will be invited to come for the awarding ceremony and festival. We will be happy to cover the costs for Prize winners as follows:

– The invitation can not do transfer to any person.
– In the case of a team entry, only one member should be mandated to lead the group.

12. Competition Results

– All selected works for the final competition will be exhibited at SICAF exhibition venue. For promotion purposes, they may appear in all related catalogues and pamphlets published by the SICAF Organizing Committee and on the Internet. Third party rights protection is also guaranteed.
– With the agreement of producers, prize-winning works may be published for a certain period of time on digital media, including main and other pages of portals or cartoon web sites for promotional purposes. They can also be published in a book, as a compilation titled “SICAF Digital Cartoon Competition Winners.”
– After the closing of the festival, the SICAF Organizing Committee is granted the right to reproduce prize winning works and selected works for promotion purpose. The SICAF Organizing Committee obtains a non-exclusive right to use the works without any further contract with the entrants.
– For promotional use, the entrants may be requested to provide artworks with high-resolution
– Any other proposed usage outside of the Festival will be referred by the SICAF Organizing Committee to the entrants for direct negotiation.

13. Others

– Competitors should hold the license and permission to use the materials and softwares used to create the entering work, including graphic software packages for creating artworks.
– All materials submitted for selection will not be returned.
– Matters not mentioned in this document will be decided by the SICAF Organizing Committee.
– The very fact of entering the SICAF 2009 International Digital Cartoon Competition implies that the participant knows and irrevocably accepts all the provisions of these competition conditions.

AMAÇ:
Son yýllarda kültür varlýðý kaçakçýlýðý, yurtdýþýna kaçýrýlmýþ olan kültür varlýklarýmýzýn yurdumuza geri getirilmesi çalýþmalarý, tarihi ve doðal sitler, anýt eserler ve tarihi çevre bilinci ile bilimsel araþtýrmalar ve arkeolojik kazýlarla müzelerimiz ülkemizin gündeminde sürekli yer almýþ ve baþlýca gündem konusu olmuþtur.
Amacýmýz karikatüristlerimizi özendirmenin yanýsýra, konu ile ilgili düþünce ve eleþtirilerini almak ve eski eser sevgisini geniþ kitlelere yaymak ve bu konudaki mesajlarýn ülkenin gündeminde sürekli olarak kalmasýný saðlamaktýr.
Yarýþmanýn konusu “Eski Eser – Müze ve Ýnsan Ýliþkileri”dir.
Yarýþmaya, yarýþma seçici kurul üyeleri, jüri üyelerinin birinci ve ikinci derece yakýnlarý dýþýnda herkes katýlabilir.
Yarýþmaya çizerler en fazla 5 yapýtla katýlabilirler.
Yarýþmaya gönderilen yapýtlar özgün ve hiçbir yerde yayýnlanmamýþ ve orijinallerinin olmasý, fotokopi vb. örneklerinin gönderilmemesi gerekmektedir. Fikri sorumluluk çizerine aittir.
Yarýþmaya gönderilen yapýtlarýn sað arka köþesinde katýlýmcýnýn adý soyadý ve adresi ile telefon numaralarý mutlaka yazýlý olacaktýr. Yarýþmacýlar EK-1 TAAHHÜTNAME doldurup kýsa özgeçmiþlerini de yazýlý olarak belirteceklerdir.
Yapýtlarýn boyutlarý 35×25 cm ebadýnda olacak, daha büyük ve küçük yapýtlar yarýþma dýþý býrakýlacaktýr.
Ön elemeyi kazanan yapýtlar (Sergilenmeye Layýk Görülen) Burdur Müzesi ve uygun görülen diðer illerde de sergilenebilecektir.
Yarýþmaya katýlan karikatürler Burdur Valiliðinin (Burdur Müzesi) malý olacaktýr. Yayýnlanmasý halinde çizerler bu yayýnlardan bir hak talebinde bulunamayacak, ancak yayýnlar çizerlere ücretsiz olarak ayrýca gönderilecektir.
YARIÞMA TAKVÝMÝ:
Yarýþmaya son katýlma tarihi 08 Mayýs 2009 Cuma günüdür. Deðerlendirme ise 11 Mayýs 2009 tarihinde yapýlacaktýr. Ödül Töreni 18 Mayýs 2009 tarihinde Müzeler Haftasý Kutlama Programý çerçevesi içerisinde gerçekleþtirilecektir. Yarýþmada ödül alan yapýt sahipleri, ödül törenine katýlarak alacaklardýr. Bu iþ için Burdur’a geliþ gidiþ otobüs ücretleri karþýlanacaktýr. Eserler, yarýþma adresine posta yoluyla ya da elden teslim edilebilir.

“Noviye Izvestia” international  Cartoon Competition -2009

Competition is opened for all.

 On competition are supposed both originals, and qualitative copies of works.

The size: no more format А3 (297х420 mm).

Technics: any, including the computer drawing. Are accepted both new products, and earlier participating in competitions or the awarded works.

 But the jury at award of prizes will give preference to new products.

The works sent by e-mail, should be accompanied by an addition «On competition of caricatures» and the text with representation of the author of caricatures.

Deadline –  September, 1st, 2009.

 Prizes: – the main award – 1000 US dollars, – three equivalent awards on 500 dollars, – ten honourable Diplomas.

 By results of competition the catalogue with 100 best works which awarded and have been selected for an exhibition will be let out.

 Exhibition opening – in November, 2009 in exposition halls of edition of “Noviye Izvestia” and the Central house of the artist.

 The chairman of jury of competition – Michael Zlatkovsky, the political commentator-artist of “Noviye Izvestia”.

Organizers of competition reserve the right to itself to use the sent works under their discretion without indemnifications to authors.

 The products sent on competition do not come back.
