exhibition, there are 2 works provided for The Best
Representation Prizes, 5 works provided for The Best

Exhibition: The exhibition of The Fourth Chinese
Jiaxing International Cartoon Exhibition 2008 will be
holden in Puhua Gallery in October, 2008 in Jiaxing
city.

Each author whose work selected for exhibition will
get one copy of the catalogue of exhibition and
certificate.
The selected works will be collectted in Puhua
gallery, Jiaxing city.
The works which can not enter the exhibition will be
returned to the authors after exhibition.

The Host Units have right to use the selected works
for spreading, publishing etc.

Each author should submit no more than 3 works for
exhibition, any technique and form of works will be
accepted, the size of work should not exceed 420 ׼br> 297mm, the author’s information including author’s
name, title, address, postcode, email, telephone
should be written on the back of works.

The deadline is August, 30, 2008.

Program: Host Units will invite the winners to attend
the award ceremony and the cartoon week in October,
2008 in Jiaxing city, the Host Units will cover the
flight and hotel’s charge.

1. PARTICIPATION
The Salon is open to all cartoonists from all over the world and beyond.

2. THEME
The USA (United States of America).

3. THE PRIZES
1st. Prize: Golden mermaid + $ 2000 US Dollars.
2nd. Prize: Silver mermaid + $ 1500 US Dollars.

4. ENTRIES
A maximum of 3 works can be submitted in any media, black and white or colour, but they should have been elaborated specifically for this contest.
It’s recommended to send the works by E-mail but also they can be sent by surface mail. Please do not send originals – good quality photocopies, laser or desk jet printouts would be sufficient.

Works sent by E-mail should have a minimum resolution of 300 dpi and keep the proportions of a Letter size paper sheet (21.5cms x 27.9cms). They should be sent to:

1. SPECIFICATIONS AND SCOPE
a) The World Press Cartoon can be regarded as the benchmark of quality and prestige for all those involved in the world of the humor graphic cartoon in print. It will cover three main areas: editorial cartoon, caricature and gag cartoon.
b) The World Press Cartoon will not be a thematic event. Its objectives will be to distinguish the best-produced and published works in 2008.
c) In the category CARICATURE, only caricature works in a restricted sense will be considered, i.e. exclusively those of a humorous nature.
d) In the category GAG CARTOON will be considered works that do not feature subjects dealing with current issues.
e) In the category EDITORIAL CARTOON all entries must deal with actual contemporary events or personalities.
f) The authors are totally free to submit what they consider to be their best work, although, it is obvious that those characters, themes and events of a more universal nature will be better suited for an international competition as the World Press Cartoon.

2. EXHIBITION
The Prize-giving Gala and the Exhibition of the selected works will take place in the Spring of 2009 at the following venues:
Sintra Museu de Arte Moderna and Centro Cultural Olga Cadaval, both in Sintra.

3. ELIGIBILITY
a) Only the originals of the works will be accepted.
b) Top quality prints of works achieved by digital tools will be considered originals as long as the author signs them. These will also require, in attachment, a description of the techniques and software used.
c) The format of the works cannot exceed the European standard measurement A3: 420 x 297 mm.
d) Each cartoonist can submit 1 original for each of the 3 different categories: editorial cartoon, caricature and gag cartoon.
e) It is an essential pre-requisite for eligibility that the original works were published between Jan.1 and Dec. 31, 2008 in newspapers or magazines, published on a regular basis and on sale to the public.
f) To make proof of the previous condition, each original work must be accompanied with the corresponding printed page, in which the date and the title of the publication must be clearly visible.
g) The author must also attach the header of the newspaper or magazine where the works were published, making sure that both the size and quality will allow for its reproduction.
h) In such cases as the original work supports a title or a caption, a translation in English is obligatory, to be clearly written on the corresponding identification label.

i) The works should be received by the organization’s secretariat in Lisbon by Jan. 31, 2009.

4. PACKAGING
Original works must be posted in flat packaging, between two hard boards.

5. WORK AND AUTHOR IDENTIFICATION
Each of the works for submission must carry an entry form and identification label, clearly filled in, and attached to the reverse side of the original. Entry form.

6. JURY
a) The Jury of five members will be presided by the Salon director.
b) The Jury will convene in order to examine all the entries and then will deliberate and decide on the prizewinners and runners-up. The Jury will also choose which of the original works will go into the exhibition and the catalogue.
c) The decisions of the Jury will be taken by majority vote and will be final.

7. SALE
a) The authors may choose to sell their works at the exhibition.
b) If an author wishes to sell his/her work(s), this should be clearly marked on the entry form and identification label, together with the intended price in euros.
c) The organization of the World Press Cartoon will add a gallery’s fee to the author’s original price.
d) The digital works will not be for sale.

8. RETURN OF THE WORKS
a) All the works, which comply with the eligibility items, will be returned to their authors, independently of having been chosen or not for the exhibition, with the exception of those sold or prizewinners.
b) However, the works chosen for the exhibition could also be selected to participate in other exhibitions and, consequently, returned to their authors at a later stage.

9. CATALOGUE
a) All the participants with selected works will receive a copy of the catalogue.
b) The Editors of the newspapers and magazines where the selected works were published will also receive a copy of the catalogue.

10. ROYALTIES
a) The submission of a completed entry form and identification label will automatically imply the waiving of the author’s royalties vis-a-vis the non-commercial reproduction of his/her work.
b) The awarding of a prize to a specific work will automatically imply the waiving of its author’s royalties to the organisation of the World Press Cartoon.

a) The structure of the prizes will be as follows :

b) Chosen from all the entries in the competition, the World Press Cartoon will award the best work with the Grand Prix of 20 000 euros.
c) The Grand Prix winning work will be chosen from the three first-prise winners in each category.
d) The author of the Grand Prix winning work will receive exclusively this prize, i.e. it will not be added to the first prize.
e) The value of the prizes refer to gross amounts only and, consequently, will be liable to conform to Portuguese law.
f) In accordance with the quality of the works for evaluation, the members of the Jury reserve the right to award or not all the prizes.
g) All the prizes will be authenticated with a diploma and the winners will receive a trophy.
h) Commemorative diplomas will also be issued to the newspapers and magazines that published the prizewinning works.
i) The prizewinning works will become property of the World Press Cartoon organisation.
j) The members of the Jury may also consider awarding additional runners-up status to some works. These will receive a corresponding diploma.
k) All the authors with selected works both in the exhibition as well as in the catalogue will receive certificates of participation in the World Press Cartoon.

INTERNATIONAL CARTOONIST COMPETITION

Rules for press and humorous drawing competition

 

ARTICLE 1 : Organiser, association 49+ la BD Francophone, head office 91,rue d’Austerlitz 59200 Tourcoing, France, is the organiser of a press and humorous drawing competition open to anyone, amateurs and professionals. This production must obligatorily have one of these topics: “censure” or “Politically correct”

 

ARTICLE 2 : Competition criteria : Support : use A4 format ( 21 x 29.7 cm). The technical methods used by the cartoonist are totally free, French/English text.  The original drawing must be sent in the following form : the drawing must not be folded, and a short biography must be attached to the drawing. Cartoonists who are minors must attach permission to participate and authorisation for publication from parents or legal guardians in favour of Francine COPPENS, Association 49+ la B.D. Francophone, 25 rue du General  Marchand  F – 59200 TOURCOING

This authorisation from parents or legal guardians must contain surname, first name, address, telephone number, and E-Mail of legal representative. 

 

ARTICLE 3 : Stages in the competition : The competition begins on 15th August 2008.  Francine COPPENS, association 49+ la BD Francophone,  25 rue du General Marchand  F – 59200 TOURCOING, must receive drawings entered by participants no later than the 31 August 2008

 

ARTICLE 4 : Participants :   Present: Public concerned: draughtsmen amateurs or professionals. Are not authorized to take part in the contest: members of the board of directors of association 49+ the French-speaking data base, the jury like their close relations.

 

ARTICLE 5 : Registration : For all entrants, each entry must contain : surname, first name, address, post code, town or city, country, telephone number, E-mail, a short biography, and parental authorisation for minors.

 

ARTICLE 6 : Criteria of admissibility : The criteria of admissibility are : respecting the theme – originality of the idea submitted – the humour and quality of the drawing. Work considered outside the subject will be disqualified, as will drawings of defamatory and/or racist characters, or characters likely to damage the physical and moral integrity of others. Entrants must also be aware of all these rules, and respect all the instructions.

 

ARTICLE 7 : Terms and Conditions : Entrants of age and legal representatives of entrants who are minors undertake to give all performance rights and rights of reproduction on all types of communication support for written or web based diffusion to the organisers of the competition. From the very fact of their participation, the authors guarantee the organisers and members of the jury against any action, petition, or appeal by third parties concerning the originality of work presented.

Participation in the competition implies acceptance of the present rules. Only one entry per amateur or professional cartoonist is allowed. Drawings will not be returned.

In accordance with the French Data Protection Act, entrants have right of access and amendment.

The association 49+ la BD Francophone, it representatives, members, and organisers cannot be held responsible for lost, damaged, or illegal entries.

 

ARTICLE 8 : The jury : will be composed of 7 people, professional press illustrators and humorous cartoonists, members of association 49+ la BD Francophone, journalists who write for the press, and press attachés. The jury will meet to deliberate before september 10th. There is no appeal against decisions taken by the jury.

 

ARTICLE 9 : Competition prizes : The 50 preselected drawings will illustrate the catalogue of the international cartoonist 2006 competition.  Three prizes will be awarded : 1^st prize : Prix de la Ville de Tourcoing (Town of Tourcoing prize), the winner will receive : Crayon en Nord trophy (Pencil in the North trophy) and the sum of € 750 (seven hundred and fifty Euro).  2^nd prize : Prix du Public ; the winner will receive : Crayon en Nord trophy and the sum of € 500 (five hundred Euro).  3^rd prize : Prix de l’Association 49+ la BD Francophone ; the winner will receive : Crayon en Nord trophy and the sum of € 350 (three hundred and fifty Euro). These people will be informed of the results by post or E-mail, and after its editing, each person will receive a catalogue.  Winners will receive their catalogue at the address submitted on their entry form. The three winners will be contacted by the association 49+ la BD Francophone in order to obtain relevant bank details for the transfer of the prize monies.
