"DON QUICHOTTE/VATANDASLIK" KONULU
ULUSLARARASI KARIKATUR YARISMASI SONUCLARI UZERINE…

Bu yil yedincisini duzenledigimiz "vatandaslik" konulu uluslararasi karikatur yarismamizin odul listesinde bir tek turk karikaturcunun olmamasi sizleri dusundurmus olabilir. Oysa bu yil rekor bir katilim oldu. 53 ulke cizeri toplam 910 karikaturle yarismamiza katildi.
Ne yazik ki, Turkiye’de karikatur "Leman", "Uykusuz" ve "Penguen" dergilerindeki karikatur anlayisiyla "ulusal/nationalist" bir cerceveye sIkisti kaldi. Bu, karikatur sanati adina uzucu bir durum. Eskiden uluslararasi arenada ulke olarak cok daha fazla adimiz duyulurdu. Oysa simdi bu sayi iki elin parmaklarini gecmeyecek kadar sinirli. Bunun nedenleri uzerine iyi dusunmek gerekir. Yakin gecmisteki sureci iyi yonetemeyen bir dernek yonetimi bunun en buyuk sorumlusudur bence. Karikaturu sadece "patlakgozlu-kepce kulakli-domates burunlu" cinali’ler cizmekle sinirli tutan bir zihniyet, Turk karikaturunu yerle bir etmistir. Oysa karikatur kurslarindan gecilmiyor ulkemizde. Kurs veren cizerlere baktigimizda cogu henuz kendi cizgisel surecini tamamlayamamis arkadaslarin bu ise kalkistigini goruyoruz. Varin siz dusunun o genc beyinlere nasil bir cizgi ve "etik karikatur" anlayisini empoze ettiklerini..
Karikatur "Konusma Balonlu" bir "Ulusal Sanat" degildir. Gucunu sadece ve sadece "cizgi"den alan "evrensel" bir sanattir. Dunyadaki tum dilleri ve dinleri birlestiren yegane sanat dallarindan biri olan karikatur, en "protest" sanat dallarinin da basinda gelir. Bu cerceveden baktigimizda karikatur sanatinin iyi yonetilmedigi gibi iktidar baskisina da boyun egdigi acikca gorulmektedir ulkemizde. Oysa karikaturun en basarili oldugu donemler en cok baski gordugu donemler olmustur yakin gecmisimizde. Bunun orneklerini Cumhuriyet tarihinde cokca gorebilmek mumkun. Geldigimiz noktadaki sonucun nedenleri ve cozumleri karikaturculerin sorumlulugu olmasinin yanisira topluma karsi olan vicdanlaridir herseyden once. Bu serzenislerim tum karikaturculeri bu konuda dusunmeye ve cozum uretmeye nacizane bir cagri olarak yorumlansin isterim.

The jury of "Citizenship" 7. DQ International cartoon contest has finished their works.

In this competition the most challenging issue was a clear understanding of the theme. The "Immigration" and the "citizenship" confused with each other, and took some time to make a separation. A second problem was sending of awarded cartoons. We therefore removed some works from assessment, even some the winning cartooons are diselected from the list without further discussion. Ultimately we were very satisfied with the results, Here are the awards.

7. Don Quichotte "Vatandaþlýk" konulu uluslararasý karikatür yarýþmamýzýn jurisi çalýþmalarýný sonlandýrdý.. Bu yarýþmada bizi en çok zorlayan konunun tam net anlaþýlamamasý oldu. "Göç" ile "Vatandaþlýk" kavramý birbirine karýþtý. Bu ayrýþmayý yapmak epey zaman aldý. Ýkinci bir sorun da daha önce ödül alan çalýþmalarýn yollanmýþ olmasýndan kaynaklandý. Birçok karikatürü bu nedenle deðerlendirmeden çýkardýk. Hatta dereceye giren çalýþmalardan bile elediklerimiz oldu. Sonuçta içimize sindirebildiðimiz bir sýralama yaparak ödülleri belirledik.

Tüm Katýlýmcýlara yarýþmamýza gösterdikleri ilgiden dolayý teþekkür ediyoruz..

7. Don Quichotte "Vatandaslik" konulu uluslararasi karikatur yarismamizin jurisi calismalarini sonlandirdi.. Bu yarismada bizi en cok zorlayan konunun tam net anlasilamamasi oldu. "Goc" ile "Vatandaslik" kavrami birbirine karisti. Bu ayrismayi yapmak epey zaman aldi. Ikinci bir sorun da daha once odul alan calismalarin yollanmis olmasindan kaynaklandi. Bircok karikaturu bu nedenle degerlendirmeden cikardik. Hatta dereceye giren calismalardan bile elediklerimiz oldu. Sonucta icimize sindirebildigimiz bir siralama yaparak odulleri belirledik.

Tum Katilimcilara yarismamiza gosterdikleri ilgiden dolayi tesekkur ediyoruz..

-Afdesta- International-Online Cartoon Festival -2013

The Afdesta Online Festival secretariat is pleased to present its second cartoon festival featuring some of the most leading international judges entitle: "A World without Boundary". There will be a large selection and a variety of art to select from during this festival. Selected artworks from around the world will take place in Afdesta permanent online show. Competitors must illustrate "A World without Boundary".
Questions are encouraged and welcomed.

1. Competition terms:
A. Up to 5 artworks are accepted from each participant.
B. Artworks must be in A4 size and with 300 DPI qualities (format JPG-RGB)
Attention: to use the option: "save for web and devices" is recommended.
C. There is no limit for using design techniques (obviously, a well picture of non-digital artworks is required)
D. accepting an artwork is due to registration in festivals official website and accepting the rules.
E. All artworks must be submitted exclusively in the festivals official website:www.afdesta.net
Attention: works which are sent through e-mail or anyway other than uploading in the festivals official website are not included.
F. Afdesta secretariat is excused for accepting artworks containing insult to a nation or culture.

2. Festival’s Schedule:
A. Submitting artworks starts from October 18th 2013 to March 2th 2014.
B. Judging artworks is from March to 9th.
D. Announcement of the winners and displaying their artworks on festivals website starts from March 20th 2014.

3. Prizes:
A. Three nights residence in Kish Island for top 3 winners.

1st INTERNATIONAL BIENNIAL OF CARICATURE BRAZIL 2013
Caricatures and cartoons, which for two centuries did laugh and give the talk, will be exhibited from November 27 in Centro Cultural Justiça Federal (Federal Justice Cultural Center) in Rio, and displayed throughout Brazil, the first truly national Biennial of Brazilian cartoonists and caricaturists, will happen simultaneously in multiple states.
The 1st INTERNATIONAL BIENNIAL OF CARICATURE is an event designed by cartoonist and historian Luciano Magno , author of "História da Caricature Brasileira" (History of Brazilian Caricature) with the support and realization of the Centro Cultural Justiça Federal, Museu Nacional de Belas Artes (National Museum of Fine Arts) and other cultural institutions in Brazil. Event aims to be one of the largest in the world, with 25 historical and contemporary exhibitions in several Brazilian states, with 40 programs in all.
Artists such as Manoel de Araújo Porto-Alegre (Brazil patron caricature ), Calixto Cordeiro, Cavalcante, Cau Gomez, Glen Batoca, Hermé, Zé Andrade, and Alpino, among others, will have solo exhibitions. Complete schedule will be announced soon.
The Event Organization has announced the contest open to cartoonists from around the world, spreading regulation Complete "Exhibition Humour 1st International Biennial of Caricature", which will award the winning artists in the categories cartoon, charge and caricature, caricature and sculpture, with SETH Trophy (named after one of the greatest Brazilian cartoonists of all time, Seth – pseudonym of Álvaro Marins ), made by sculptor Genin Guerra.

Artists such as brazilians Genin Guerra (from Minas Gerais), Manohead (from Santa Catarina), Guidacci (from Amazon), Adail (from São Paulo), plus caricaturists like Hermé and Lula Palomanes with solo shows in Rio de Janeiro.
In the states of Brazil, the first International Biennial of Caricature exhibition will feature artists such as J. Bosco and Biratan (Pará), Jota A and Izânio (Piauí), Hercules (Alagoas), Clériston and Samuca (Pernambuco), Fred Ozanan (Paraíba), and in state of Ceará a briefing organized by the young cartoonist Cival Einstein. The list is extensive, and will also feature Brazilian women cartoonists like Liliana Ostrovsky and Fani Loss.
In state of São Paulo there will be debates, presenting a show with national and international cartoonists .
In state of Rio Grande do Sul, the book História da Caricatura Brasileira (History of Brazilian Caricature) will be reissued with a roundtable discussion at the Centro Cultural Érico Verissimo (Cultural Center Érico Veríssimo) about the patron of Brazilian caricature, Manoel de Araújo Porto-Alegre, which will be attended by Brazilians researchers Wagner Passos, Luciano Magno, and masters such as Santiago and Edgar Vasques

The Outstanding Colombian caricaturist born in Rionegro – Antioquia (1894-1931), call
"The Emperor" of the Cartoon. One of the most penetrating and fine Latin American
humorists in the XX century, in their work the humor was satire, it was characterized
especially by the political cartoon. Their cartoons were true x-rays of the facts and of
the individuals. It was pioneer of the graphic publicity in Colombia.

The Festival is an event sponsored by the municipal administration of Rionegro during
nineteen serial years in memory of Ricardo Rendón Bravo.
The Festival, only in the history of the country for their trajectory and continuity; he has
allowed to look at the perception of authors of but of 90 countries, main characters of
the changes and experiences of the towns that contribute to the humanity’s growth
with the same humour. The laughing thought and its universal language, caricature is
the most effective weapon against the thought that does not laugh.
It is a dream and an universal yearning to erase frontiers so territorial as ideological that
prevent us to live in harmony and to visualize the light of the freedom as principle of
peace and coexistence.
THE CONDITIONS :
1) The contest is open to all cartoonists all over the world.
2) The deadline for entries is October 31 (Thursday) – 2013
3) The themes of the competition are Three:
Themes 1. MATHEMATICS: Like any breakthrough in the history of mankind,
and as one of the Most Important Cultural assets of our civilization, That part of
the human needs to count, measure and determine how everything around him
The worrying situation of teacher thinking, which aims to better understanding of
the teaching – learning.
The Teaching of Mathematics explained in simple language, puzzles, games,
tests and worksheets for students, teachers and parents.
Everything about mathematics as a science and fun.

4) Each participant can present in the competition a maximum of Three cartoons
for theme.
5) You can participate with cartoons in white and black or in color.
6) The size of cartoons will not exceed 30 x 40 cms maximum.
7) You can also participate in the competition with cartoons that have already
been published or rewarded previously, all the presented cartoons will be
original. Photographs, photocopies etc, will not be accepted, and the transport
of the cartoons in charge of the participant.
8) Participants are requested to send, together with their cartoons, a short
curriculum vitae and a photograph.
9) In the reverse of each cartoon he/she should go the name, surname, address,
telephone number and country of origin of the participant.
10) The selected Caricaturist will receive free a catalogue.
11) The jury composed of Colombian and foreign cartoonists.
12) The results will be announced in the month of December of 2013.
13) The cartoons presented in the competition won’t be returned.
14) By filling in the entrance form attached, the participant declares and accepts in
advance that (s)he has turned over the financial rights (s)he holds over the
cartoon or cartoons vis-à-vis the public to Cartoonrendon without limitation on
location, time period and number the intellectual property all rights for
publication.(S)he agrees that Cartoonrendon may use such cartoons, exhibit
them, keep them in its archives and publish them on the internet or through other
media.
15) The organization is reserved the right of exhibiting those works that he/she
understands they can attempt against individual or collective rights.

On Secici Kurul olarak yarismamizin suresini 15 Ekim 2013’e kadar uzatma karari aldik. Bunun nedeni, gelen guzel islere ragmen „Vatandaslik" konusunun anlasildigi konusundaki kuskularimizdir. Konumuz „Goc, Gocmen, Sinir Otesi, Uyum, Degisim vs." degildir. Diliniz, dininiz, irkiniz ne olursa olsun bir sivil ulke sinirlari icinde yasiyorsaniz ve baska ulkelerden gelmis olsaniz bile o ulkenin „birincil" vatandaslariyla ayni haklara ve statuye sahip olmalisiniz. Sansliysaniz, is bulmussaniz ve vergi veriyorsaniz kultur sokuna takilmadan farkli yasam tarzlarina da saygiliysaniz o zaman „vatandas" olarak adaletten ve esitlikten soz edilebilinir.
Yarismamiza, vatandaslik kavramini esas alan, vatandasligi tum boyutlariyla irdeleyen, icinde vatandas olarak varoldugumuz, refah toplumu veya sivil toplumu bireylerini „vatandas" olarak ele alan cizgilerinizi bekliyoruz. Iktidari secme anlamina da gelen vatandasligi artilariyla eksileriyle masaya yatiran cizgileriniz icin 20 gununuz daha var.

Dear valuable cartoonists,

Our Preliminary jury decided to postpone the deadline to 15th October. The reason is as follow: even though we have received beautiful works, we have doubts about the subject "citizenship" which is not covered in most of the cartoons as it should be, The theme of our contest is "Citizenship," it is not "immigrants, immigration, traveling to other borders, integration, segregation, etc; i.e, whatever language, religion, race you have, as long as you decided to live in a civilized society, even if you move there from other places, you can have same rights and statues together with "original" citizens. In addition if you were lucky to find a work, begun giving tax, learned respect to different lifestyle without having so big cultural- shocks, you can have benefits of being citizen and can share same legal and juridicial rights as citizen.
Our contest is looking for cartoons also based on citizenship with differences. Citizens elect the politicians, and even if they seem sometimes to ignore some groups sometimes, they work for you. On one side of the coin you can have "welfare" and may have to use benefits of being in a civil-society, but on the other side sometimes welfare can be "warfare" for some people and you can observe that the same government you vote have different treatments to some groups in the society. However PM Erdoðan is serious about one thing.
Repression. The brutal crackdown on Gezi Park protesters and
now the censorship of a cartoon exhibition expose the real face of

Milas Belediyesi Turhan Selcuk Karikatur Evi’nde acilan sergi oncesinde bir konusma yapan Milas Belediye Baskani Muhammet Tokat, yarisma sayesinde Milas’in dunyanin farkli ulkelerinde konusulan bir ulke oldugunu belirterek, "Yarismaya katilan tum karikaturler bizim icin degerli. Odul alan karikaturlerden bir katalog yaptik. Ayrica, begenimizi kazanan ve yarismaya katilan tum eserler bizim arsivimizde yer alacak. Mutevazi bir ilceden boyle yarismanin cikmasi cok onemli.
Ikinci olarak soz alan Turhan Selcuk’un esi Ruhan Selcuk "Sanat insanligi sonsuzluga tasiyan olgularin basinda yer alir. Karikatur oyle bir sanat dalidir ki, dusuncelerin fotografini cekiyor ve cizgiye donusturuyor. Karikatur kaynagini guncel, yerel, evrensel her turlu konudan alan tum dunya insanlarinin sorunlarini paylasan onlari guldururken dusunduren, dusundururken egiten belki de tek sanat dalidir. Turhan Selcuk hep sinirlari olmayan bir dunya dusledi. Karikaturun evrensel lisanini olaganustu cizgileriyle yakalayarak bunu gerceklestirdi" dedi.
Sergi acilisndan once Milas Turhan Selcuk Karikaturlu Ev’de 25 cocugun katilimiyla karikatur atolye calismasi yarismanin ucuncusu A. Ali Aksan tarafindan gerceklestirildi. 3. Uluslar arasi Milas Festivali kapsaminda gerceklestirilen etkinligin ardindan aksam saatlerinde Milas Atapark’ta duzenlenen torenle odul kazanan karikaturistlere odulleri verildi.

I am an artist from Kosovo where we think we live in a free country, but since my country was also faced with human rights violations by a totalitarian state, namely Serbia, I can add that I have also knowledge how hard to cure the violation of free of expression. That’s why I act in solidarity with cartoonist from every country where freedom of expression is violated. I must say that I am really surprised when a democratic state like Turkey decided to close an legitimate cartoon exhibition; this country is full of advanced worldwide cartoon experiences.I have no intention to offend Prime Minister Erdogan personally, I only want to share my reasons to stand together with my Turkish cartoonist brothers.

Ozgur olarak yasadigimizi dusundugumuz Kosova kentinin bir sanatcisiyim. Benim ulkemde de insan haklari Sirbistan gibi totaliter bir devlet tarafindan ihlal edildigi icin, ifade ozgurlugunun onune engel koydugunuzda sonradan tedavisinin ne kadar zor oldugunu bilenlerdenim. Bu yuzden ifade ozgurlugunun yok sayildigi her ulkenin cizeriyle dayanisma icindeyim. Turkiye gibi oldukca demokratik bir ulke oldugunu varsaydigim bir ulkede de yasal bir serginin kapatilmasi gercegi beni cok sasirtti. Ustelik bu ulke dunyaca taninmis, ileri duzeyde bir karikatur sanatina sahipken. Basbakan Erdogan’a kisisel olarak bir sozum olamaz, ama bu vesileyle Turkiye’deki karikaturcu dostlarimla dayanisma icinde oldugumu bildirmek isterim.

We must propagate this fact to all cartoonists and media. I think that the repression of an exhibition of cartoons like in Didim, by the Court and the police, is an attack against the most elementary rules of freedom and democracy, unfortunately as in all countries with authoritarian governments. This is always the first step towards dictatorship. Each episode of this type demonstrates how art and satire are the most effective weapons to fight tyranny and obscurantism. They are afraid of the power of ideas.

Bir gercegi basina ve karikaturculere anlatmamiz gerekiyor.. Didim’de acilan "Gezi" karikaturlerine uygulanan baskiyi ve mahkeme karariyla polis tarafindan toplatilmasini ozgurluk ve demokrasinin en temel kurallarina yapilmis bir saldiri olarak goruyorum. Ne yazik ki otoriter ulkelerde bu tur uygulamalar diktatorluk yolunda atilmis bir adimdir. Baskici yonetimlerin zulum ve engelleyici islevine karsi sanat ve mizah en etkili mucadeledir. Bu turt yonetimler unutmamak gerekir ki; dusuncenin gucunden urkerler.

Didim’de Gezi Karikaturlerine Sorusturma

Aydin’in Didim Ilcesi’nde, bu yil 18’ncisi duzenlenen Baris Senlikleri surerken reklam panolarina Didim Gezi Platformu tarafindan asildigi ileri surulen ‘Gezi Direnisini’ konu alan uluslararasi karikaturlerden olusan sergi savcilik emriyle toplatildi ve 5 kisi hakkinda sorusturma baslatildi.
Aralarinda ‘Don Kisot’ mizah dergisinin duzenledigi ‘Diren Gezi’ karikatur yarismasinda buyuk odulu kazanan Kosovali cizer Murat Ahmeti’nin de calismasinin da yer aldigi sergi billboardlari, Turk ve dunya cizerlerinin 10 eserinden olusuyordu.

Cesitli sivil toplum kuruluslarin olusturdugu Didim Gezi Platformu, 18’inci Didim Baris Senlikleri surerken 31 Agustos’ta saat 15.00 siralarinda Yali Caddesi’ndeki reklam panolarina Gezi Parki direnisini konu alan Carlos Latuff (Brezilya), Erdogan Karayel (Almanya), Marco De Angelis (Italya), Murat Ahmeti (Kosova) ile Turkiye’den Koksal Ciftci, Kursat Zaman, Mehmet Golebatmaz, Menekse Cam, Muammer Olcay, Sait Munzur’un karikaturleri asildi.

Karikaturler, AKP Didim Ilce Teskilati’nin sIkayeti uzerine, ayni gece yarisi savciligin talimatiyla polis tarafindan toplandi.

Sergiyle ilgil olarak, Serginin organizatorlugunu de yapan ve Didim’de yasayan cizer Mehmet Golebatmaz ile birlikte Didim Gezi Platformu’nun 3 uyesi ve reklam panolarini kiralayan sirket yetkilisi hakkinda sorusturma baslatildi.

"KARIKATUR ELESTIRI SANATIDIR"

Karikakutirist Golebatmaz’in avukati esliginde Didim Emniyet Mudurlugu’nde ‘Devlet buyuklerine hakaret’ suclamasiyla ifadesi alindi. Ayni zamanda avukat olan Golebatmaz’in polisteki ifadesinde kendisine yoneltilen suclamayi kabul etmeyip, "Meslegim avukatlik olsa da karikaturistim. Turkiye’de ve yurtdisinda calismalarim yayinlanmakta, bircok muzede calismalarim bulunmaktadir. Karikatur elestiri sanatidir. Devlet buyuklerine kesinlikle hakaret sucu islemedim, sadece yalakalik yapmiyorum. Sistemde elestirilmesi gereken noktalari kendi dunya gorusum ve sanatimla ciziyor ve sergiliyorum" dedi.

Ifadesinde 28 Subat surecine en sert elestiriler getiren cizerlerden biri oldugunu belirten Mehmet Golebatmaz, "Soz konusu sergiyi, bir karikatur de bana ait olmak uzere uc yabanci ve taninmis cizer arkadaslarim olmak uzere toplam 10 calismayla olusturdum. Tum organizasyonu ben yaptim. Gercekten atili bir sucun islendigi dusunuluyorsa sorumlulugun tumu bana aittir. Darbe donemlerinde bile ifade vermedim, sorusturma gecirmedim" diye konustu.

Turk ve dunya karikaturunu bulusturan, ‘Don Kisot’ e-mizah Dergisi Genel Yayin Yonetmeni Erdogan Karayel de tepkisini, "Almanya’da bu eylemi hayal bile edemiyorum. Karikaturun bir hiciv ve yergi sanati oldugunu kabul etmekte zorlanan bir zihniyetle yonetiliyor ulkemiz. Ustelik bu sergi uluslararasi bir sergi. Didim gibi CHP’li bir belediyenin hizmet verdigi turistik ve antik bir bolgede boyle bir olayin yasanmasi utanc vericidir. Karikatur, dogasi geregi ozgur ve elestirel bir sanat dalidir. Cumhuriyet tarihinde bu sanatin ozellikle politik alanda ozel bir yeri ve onemi vardir. Bugunku eylemden dolayi dunya karikaturculerinden ulkem adina ozur diliyorum" dedi.
