8th INTERNATIONAL BIENNALE CARTOON PISEK 2009

• The International Biennale Cartoon Písek (further only Biennale) takes place every odd year since 1995 and is an open competition where authors from the Czech Republic and abroad can attend.
• The Biennale has it’s own logo which can only be used with the agreement of the organizers.
• The organizers are The Town of Písek represented by the department of culture and tourism and the Czech Union of Cartoonists.

1 – Participation Conditions

• The competition is declared by publishing at www.pisek-cartoon.cz, in specialized press and by sending the competition rules to distinguished authors in the Czech Republic and abroad by electronic mail.
• The participant accedes to the rules of the Biennale set in the statues by sending in the cartoons.
• The participant of the competition can be anyone who will meet the following requirements.

2 – Content and Technical Conditions

• Theme: THEATRE
• Number of cartoons: minimum 3 (three), maximum 5 (five)
• Format: minimum A4, maximum A3
• Cartoon colours: coloured as well as monochrome
• Each cartoon must be signed with the name and address of the participant on the backside.
• Cartoons can be accepted by post and also in electronic form (JPG or PDF format, the cartoon size shall be under 3MB).
• The competition cartoons must not have received any prize in the past in other international competition.

3 – Current Regulations

• The participants agree that the cartoons can be used for promotion and presentation of the Biennale in the Biennale advertising materials and in the means of communication for it’s promotion and also in case of professional review of the author or the Biennale.
• Final cartoons – maximum 40 – will become the property of the Town of Písek. Other cartoons will be returned on request until June 30, 2010.
• The most appreciated foreign author and the most appreciated Czech author will have individual exhibitions within the Biennale 2011. The organizer subsidies the travel costs and covers accommodation for one person and one night.
• The prize-winners and the jury will be invited to the varnishing day and their accommodation will be reimbursed; foreign guests will be also granted the travel expenses in max. sum 100 EUR, paid in CZK according to the current exchange rate.
• The other participants of the Biennale can book their accommodation through the website www.pisek.eu.
• The accommodation can also be paid for invited guests on whom the organisers will agree.

4 – Prizes

• The Main Prize: sandglass clock + 20 000 CZK
• The Town of Písek Award: sandglass clock + 10 000 CZK
• The Miroslav Liďák (Haďák) Prize: sandglass clock + 5 000 CZK
• 3 prizes: sandglass clock + 1 000 CZK
• 4 prizes: small bag with sand + 1 000 CZK
• Diplomas and honourable mention: the number is not limited; it depends on decision of the jury.
• Financial awards in CZK are paid to the authors pre-tax and are due to taxation according to the present code.
• Not collected prizes including money awards will not be sent by post and will fail to the organisers.

• Announcement: March 2009
• Application closing date: May 22, 2009
• Varnishing day: September 1, 2009. After the open varnishing day there will be a festive evening with the participation of the invited authors, partners and organizers.
• Exhibition: September 1 – 27, 2009

8 – Jury

• Selection of the cartoons for the exhibition, selection of 40 finalists and conferment of prizes will be performed by an international jury on its special session.
• The Jury consists of: representative of the Town of Písek, Chairman of the Czech Union of Cartoonist and chairman of FECO Czech Republic, maximum two representatives of the Czech Union of Cartoonists, maximum four foreign delegates
• The Jury’s chairman will be chosen from its foreign members in the beginning of jury’s session. The jury members will receive money award according to the agreement of the organizers. This financial award in CZK is paid pre-tax and is due to taxation according to the present code.
• The organizer will cover accommodation for the jury members for one night and foreign members of the jury will be granted the travel expenses in max. sum 100 EUR, paid in CZK according to the current exchange rate.
• Form of jury’s agenda:
a) Selection for the exhibition (standard)
b) Selection of 40 finalists (standard)
c) In the final selection, enclosed boxes will be placed in front of each picture and the jurors will obtain three vessels with accurately measured volume of sand. The jurors will divide this volume of sand into the boxes with maximum of one vessel of sand being given to one cartoon. Each jury member will poor sand individually in one round under the supervision of the jury secretary. The volume of sand will be weighed and according to the weight the placing will be set.
d) In case of the Town of Písek Award the town’s deputy will choose from the final collection.

9 – Catalogue

• The catalogue cartoons will be selected from the final collection. The catalogue has format A5, approximately 148 pages, up to 500 copies.
• Each exhibitor will receive one copy of the catalogue, Czech Union of Cartoonists 100 copies, the partners 5 to 20 copies according to their agreement. Each author chosen into the exhibition collection will obtain a catalogue in which all the participants will be named.
• Logos and advertisement are placed in the catalogue according to previous agreement.

10 – Accompanying programme

• Further programme can take place upon proposal of the organisers or the main partner, in case of agreement presentational events of partners and advertisers are possible.

11 – Presentation of the partners and advertisers

• The partners and advertisers are by the organisers given space for their logo on the posters, on the reverse of the catalogue and in the exhibition rooms, at www.cartoon-pisek.cz and www.pisek.tv, attendance at the varnishing day and the festive evening where contacting the authors is possible.

12 – Financing

• Financing of the International Biennale Cartoon Písek is set in separate agreement between the main organiser and the specialized guarantee – the Czech Union of Cartoonists.

13 – Information

• All information is made public on the website www.cartoon-pisek.cz. After each year the information will be saved in the website archives.

The art of the cartoon is play in its pure state.

In a essay by B. Bettelheim on the importance of play in children,
 this passage by Freud has been quoted: “The favorite
and most intense occupation of a child is play.
Perhaps one can say that a child at play behaves like a poet,
 in that he creates a world of his own, or rather he re-arranges
the things of his world in a new way that pleases him”.

There was Mr Bonaventura, ingenuous child-adult and Bibi & Bibo
 (the Katzenjammer Kids), two urchins addicted to playing
cruel pranks. And then, in more recent years, the world of Charlie Brown,
 Linus and Snoopy, with their unforgettable domestic-philosophical
view on the adult world. And today the Simpsons –
 a mixture of irony, cruelty and the everyday nature of urban life.

The world of the comic is often directed at children and their games,
 in order to illustrate the world of adults.

“The Children Are Watching Us” was the title of a film that De Sica
wrote together with Cesare Zavattini in 1943. Beyond the content of the plot
 (a beautiful melodrama�), the title was well-chosen as it captured in
 the bedlam that is our adult world (even more relevant today than then�),
 a certain perspective on life which was like a ray of light;
a spotlight that illuminates the dark.

REGULATIONS

The town council of Tolentino is proposing and organizing
 the 25th International Biennial of Art Humour, which this year
will take place between 11 July and 25 October 2009.

1. The Biennial is open to artists from all over the world,
 each of which can participate in the “City of Tolentino
 International Prize” dedicated to satire art. Each entry consists
of a maximum of 3 unpublished and original works, of any size,
technique and form of visual art.

A special prize dedicated to photography as original expression
 of humour in art will also be awarded. Any works of art on any paper support will be accepted.

2. The theme for the 2009 Biennial is: “THE CHILDREN ARE WATCHING US”
(�and laughing at us)

3. The last entry date for the competition is 27 March 2009,
 by which date the works of art must be registered with:

Each work of art must have a entry form in which the following
information is provided: The artist’s name, surname, pseudonym,
a short biography, address, title of the piece, techniques used,
 sales range in which the artist would like to insert his piece,
address where the work of art must be returned to.

Attachment of the signed participation card is essential fo
 the admission to the competition for each work of art.

4. The organizer will provide and assign, for each piece on display,
the price range chosen by the artist from 500�1000�1500 Euro.
 20% of the earnings will go to the relevant organizer.
 The winning works of art will be excluded from sale and
will become the property of the International Museum
 for Art and Caricature Humour in Tolentino.

5. The pieces must be sent carriage free. They will only be accepted
 if they have no tax, customs fees or any other fees to be paid by the organizer.

6. The town council of Tolentino, of who will be organizing
 the event, assure the maximum care, guardianship
and supervision of all pieces, declining all responsibility
of eventual theft, fire or ungovernable events while in
the care of those involved in the event or during transportation of the works of art.

7. The acceptance of each piece, their selection for exhibition
and the assigning of prizes is carried out by a jury nominated
 by the city of Tolentino’s administration department. The jury’s decision is final and cannot be questioned or appealed.

9. The jury will give out the following prizes:

International Prize “City of Tolentino” – Biennial winner 5.000. The Biennial winner

will be the guest for the following Biennial (2011) and will have his own exhibition

(max. 30 works of art);

2nd Prize of Euro 3.000;

3rd Prize of Euro 1.500;

The jury also awards:

The “Cesare Marcorelli” Career Prize;

“Luigi Mari” Academy of Humour Prize;

Other special Prizes.

10. The works used in the exhibition will be returned, at the cost of
 the Organizer, not before the 30th day after the scheduled closing date,
 apart from the possible postponement of the closing date by the organizer.
Exception goes to those works of art expressly donated to the Museum of
Art and Caricature Humour in Tolentino by the artist.

Those not used for the exhibition will be returned to their owners
 at the cost of the addressee.

The organisers refuse all responsibility regarding theft, fire, damage,
etc that might occur during transport. Tax and customs fees will be paid by the artist.

11. The International Biennial of Art Humour organizers are authorized
 to use and copy the selected works to be inserted in their official
exhibition catalogue, with as many examples as they deem necessary.
 The organisers are permitted to also publish the same works,
even through reproduction, in a wide distribution also in the internet.
They are also entitled to publish the works on any resource and
 even for commercial purposes. The artist will be mentioned,
in reproductions of their works, in familiar ways.
The artist will automatically consent to the free utilization
 of their works be it imaginatively, educationally, creatively
or for public enjoyment, without any compensation.
The artist must renounce all rights to any type of compensation.

12. A participation Diploma will be given to all artists selected
for the exhibition. They will also have the right to a copy of the Biennial catalogue.

13. Participation in the 25th International Biennial of Art Humour
 competition requires full and complete acceptance of the regulations stated.

14. The regulations are published in Italian, English, French,
German, Spanish, Arabic, Chinese and Japanese. In case of doubt, refer to the Italian text.

The Organizers are not responsible for damage or loss during transportation!
The winners as well as cartoonists qualified to participate in the post-competition exhibiton shall be provided with a free copy of a catalogue published by the Organizers.
The Organizers provide the competition prize winners with free acccomodation and boarding during the exhibition event.
The winners receive their prizes on condition that they are either present at the opening of the post competition exhibition or else they indicate a bank account where the money is to be transfered.

Every participant in the competition agrees to their free of fees delivery of works to the False Mirror gallery.

By sending their works to the competition the participants agree to the abovementioned regulations and they further agree to the free of fees publication of their works for marketing purposes connected with the competition and post competition exhibition.
The exhibition organizers are the final judges in the interpretation of these regulations.

What is a “Caretoon?:
It is an original cartoon that reflects a positive theme. The theme for 2009 is “Dreams of Peace.”

Who should enter?:
The Caretoon Contest is open to anyone interested in participating.
All ages and levels of artistic ability are invited to submit an entry (ies).
Deadline for entries: March 31, 2009. Winners only will be notified by May 1, 2009.

Judging:
Entries will be judged in two categories: Adults (age 18 or older) and Students (under age 18)
Caretoons will be judged by a panel of professional cartoonists, educators, Museum staff and others.
Entries will be judged on creativity, originality and message. All judges’ decisions are final.

Prizes:
A $1000. prize will be awarded in each of the two categories.

How to create a Cartoon:
A Cartoon must be your original creation.
Cartoons featuring copyrighted or pre-designed clip art or other images are not acceptable.
You can create your Cartoon freehand or electronically.
Cartoons may be created in black & white or in color.
Cartoons must include a graphic; text is optional.
Each Cartoon must be presented on a separate 8.5 x 11 sheet of paper.
Cartoons may be any size provided they fit on an 8.5 x 11 sheet.

There are no entry fees; no purchases of any kind are required.

The latter reserves the right to extend personal invitations to the prize winners to attend the prize-awarding ceremony.

1. ELIGIBILITY

 

The competition is open to all artists who accept the conditions of entry. The working languages are Bulgarian and English. In case of disagreement on the interpretation of the text, the Bulgarian text is the valid one.

3. All art works should be originals signed by the entrants and entrants’ property. They should not have been awarded before. Any technique is acceptable.

5. Each artist may submit up to 5 entries for each category, but no more than 2 works can be selected for exhibition.

 

6. The artist’s name, title of the work, year of creation, technique, value and category type should be printed on the back of each entry. Each work should be accompanied by an entry form completed in capital block letters in either Bulgarian or English.

 

7. Unless indicated otherwise, all entries submitted will be considered donations to the Humour of the Peoples collection at the House of Humour and Satire; therefore, artists are requested to complete and sign the Certificate of Donation on the entry form. The organizers greatly appreciate these donations which will significantly enhance the international collections to be enjoyed by all. The donors’ names will be listed on the homepage of the House of Humour and Satire; the donated works will be shown in future exhibitions both in Bulgaria and abroad.

 

8. Artists who cannot donate their work and explicitly indicate TO BE RETURNED on the entry form should deposit by September 30, 2009 the following return sums which cover packaging, dispatching and postage charges:

 

– CARTOONS, GRAPHICS, DRAWINGS, POSTERS and PHOTOGRAPHS – 20 EUR

 

PAINTINGS – 80 EUR

 

SCULPTURE – 130 EUR

 

The artists will have their works returned by December 31, 2009.

 

Works lacking return postage by September 30, 2009 and unclaimed by the artists until December 31, 2009 will be registered in the Humour of the Peoples collection.

12. The Museum HOUSE OF HUMOUR AND SATIRE guarantees the safety of the works from the date of receipt to the date of return. No responsibility is assumed for damage or loss during transit.

 

13. The Museum HOUSE OF HUMOUR AND SATIRE reserves the right to reproduce the works on display and have them printed in its publications and other publicity materials.

 

14. The Museum HOUSE OF HUMOUR AND SATIRE publishes an art catalogue of the works selected for display. Only artists with selected works are entitled to a free copy. The catalogue is available at the museum gift shop and all other artists can have it for 50 EUR (postage included) remitted according to item 9.

 

15. The conditions of entry are contractually binding. By submitting works to the Biennial Exhibition artists agree to the terms of this contract.

The Opening of the Contest – 1 April in Poltava (Ukraine)

GOGOL’S WORLD

Gogol and Poltava. The genius writer and the land that gave birth to him – all this is engraved not only on the souls of Ukrainians, but also on the souls of all admirers of Nikolai Gogol’s writings. It’s very symbolic that the great satirist was born on the 1st of April. Therefore it is impossible not to mention the author of such unfading works as Vechera na Khutore bliz Dikan’ki (Evenings on Homestead near Dikanka), Revizor (The Inspector General), Myortvye Dushi (Dead Souls) and many other genius writings, which became classic during Gogol’s life and brought him International fame. Among them is a famous Nos (Nose). That’s why the official prize in the nomination Gogol’s World is “The Gold Nose”. This nomination has become the main theme of the international Cartoon Contest CARLUKA, which is traditionally opened in our city exactly on the 1st of April. By the way, The Gold Nose is a quite “natural product”, a sculpture designed by famous Russian cartoonists Mikhail Zlatkovskiy and Sergey Tyunin and made by a well-known Ukrainian caricaturist Oleg Dergachov.


The second theme of the Cartoon contest CARLUKA-2009 is a free theme. Best works will be published in Ukrainian and foreign papers and magazines and placed on the sites of the professional cartoonists from different countries.

II. CONDITIONS


1. Each participant is requested to submit the original cartoons created in any material, as well as computer graphics. The cartoons may be in colour or in black and white, may have the formats 297×420 (A3) or 210×297 (A4). The works are allowed to be sent by electronic mail. The number of works – no more than 5 (five). The deadline for the entries is 8 March 2009.


2. The participants are requested to give their personal information (name, surname, home address, contact phone number, e-mail) on the back of each cartoon.


3. Works sent by mail should be protected from damage during the forwarding.


4. The cartoons will remain with the organizers of the contest and may be returned to the authors upon their request.


5. The organizers hold the right to publish and use the cartoons sent to the contest without their authors’ permission with obligatory reference to the authorship.


6. The cartoons’ evaluation is done by secret voting according to three criteria: cartoon’s conformity to the theme of the contest, style, humour.

BUCA BELEDÝYESÝ 3. KARÝKATÜR  YARIÞMASI KOÞULLARI

 

KONU: KENT VE TEKNOLOJÝ

 

            1.Yarýþma tüm amatör ve profesyonel karikatürcülere açýktýr.

            2.Yarýþmaya gönderilecek karikatürlerde çizim tekniði serbest olup, çalýþmalar renkli veya siyah beyaz olabilecektir. Kullaným kalitesine ve gerekliliðine bakýlarak yazý içeren karikatürler de deðerlendirilecektir.

            3.Çalýþmalar orijinal olabileceði gibi, dijital çýkýþ üzerine ýslak imza taþýyan karikatürler de kabul edilecektir.

            4.Karikatürler, önceden ödül almamýþ ve sanatçýnýn özgün fikri üzerine kurulu olmalýdýr. Jürinin ayný ya da benzer saydýðý, veya bir baþka karikatürcüye ait olduðunu bildiði karikatürler deðerlendirilmeyecektir. Her tür olasý tartýþmalar ve çalýntýlýk iddialarýnýn sorumlusu  katýlýmcý olacaktýr.

5.Jüri,.26. nisan 2009 tarihindeki toplantýsýnda 12 finalist karikatürü belirleyerek ilan edecektir. Ödüller bu karikatürler arasýndan jürinin yapacaðý ikinci deðerlendirme sonucu belirlenecek ve 5 mayýs 2009 tarihinde açýklanacaktýr. Jürinin ilandan sonraki deðerlendirmede vereceði kararý kesindir.

            6.Anafikir ve teknikte yenilik pýrýltýsý taþýyan çalýþmalara öncelik tanýnacaktýr.

            7.Katýlýmcýlar en fazla 5 eserle katýlabilirler.

            8.Katýlan eserlerin arka yüzüne katýlýmcýnýn adý, soyadý, adresi ve doðum tarihi yazýlacaktýr. Ayrýca katýlým formunu doldurarak göndermeleri istenmektedir.

            9.Karikatürlerin A3 ölçülerini aþmamalarý gerekmektedir.

            10.Karikatürler 24.04.2009 tarihine kadar Buca Belediyesi Kültür ve Sosyal Ýþler Müdürlüðü Uður Mumcu Caddesi No:29 Buca/Ýzmir adresine elden veya posta-kargo yolu ile ulaþtýrýlmýþ olmalýdýr. Posta-kargo gecikmeleri dikkate alýnmayacaktýr.

            11.Yarýþmada ödül alan karikatürlerin kullaným hakký Buca Belediyesine ait olacaktýr.

            12.Yarýþmaya katýlan karikatürlerden seçici kurul tarafýndan sergilemeye deðer görülenler, sergilenecek ve oluþturulacak albümde yer alacaktýr. Sergilenen karikatürlerin sahiplerine birer albüm ve katýlým belgesi gönderilecektir.

            13. Ödül, mansiyon ve jüri özel ödüllerinden en az bir tanesi 18 yaþýný doldurmamýþ bir çizere verilecektir
