



1. Theme of the competition and participation’s rules
The contest is open to all cartoonists, illustrators and graphic artists from all over the world. It is possible to participate also out of the competition. This request excludes the author from the award of the prizes.
The theme of the contest is: RIGHTS, inviolable and universal
Authors can participate with a maximum of 3 works (Cartoons or Strips), inherent to the theme proposed in relation to man, his existence and the society where he lives, seen in a humorous viewpoint. In order to be understood worldwide and beyond every linguistic barrier, the works must be without dialogue or texts. Works must be inedited (that is, neither published before nor used to participate in other competitions). The organization can decide to exclude from the award of the prices those works that are found to have been already edited.

The works, in black/white or color made with any technique, must be in GIF, JPG, PNG or PDF, 150 dpi resolution, saved in high quality, weight max. 3 MB. Larger files will not be accepted.
The deadline for works reception is February 21, 2014
The acceptance of the works, the selection, and the assigning of the prizes are completely up to the Jury nominated by the Artistic Direction and "Gruppo Grafico Marosticense". The Jury’s decisions are unquestionable and uncontestable.
3. The award of the prizes and the delivery of the original works
The Jury will award the "International Grand Prix Scacchiera", the Special prize "Sandro Carlesso", the Special prize "Marco Sartore" and 10 Special prizes "Umoristi A Marostica". Other special prizes or honorary mentions may be awarded.
The results of the Jury will be given directly to all participating artists by email and published on the web site www.umoristiamarostica.it
The authors selected by the jury must send the original works for the exhibition. If the work is realized exclusively with a digital technique, the author will have to send a dated, numbered and signed copy of the work.
Works must be sent (postage paid by the sender and without frames or glass), by April 15, 2014 to the following address:

4. Opening ceremony, awarding and acceptance of the regulation
The opening ceremony and the prize distribution will take place on May 10, 2014 at Castello Inferiore of Marostica. The exhibition will be open until June 22, 2014.
All the authors selected will receive a free copy o f catalogue. Non-selected participants will have the possibility to demand the catalogue compiling the form on the site www.umoristiamarostica.it
The works selected for the exhibition and for the catalogue will not be returned and will be included in the collection of "Umoristi A Marostica Museum". Non-selected paper works for the exhibition and the catalogue will be given back on request before and not after June 22, 2014. Shippin g cost is debited to the author.
The "Gruppo Grafico Marosticense" reserves the right to authorize the reproduction of the works and the diffusion of them through various communication means citing the author with the words "Taken from Umoristi A Marostica", without any payment. The "Gruppo Grafico Marosticense" is not responsible for transport damages.
The participation in the contest implies the complete acceptance of all the conditions and rules from the author.

Technical Criteria
• All artworks to be prepared at 300dpi actual size A4 (210mmx297mm), or A3 (297mmx420mm) in JPG format.
• Submitted works can be in color or black and white , in any style or technique
• Number of entries is unlimited.
• Submitted works must not violate copyright laws.
• By virtue of submitting an entry, the entrant certifies the work as his own and permits the organizers to reproduce all or part of the entered material free of charge for publication and/or display in media related to the exhibition.

"ILLEGAL IMMIGRATION"
Every year, "journey of hope "of thousands of people which is held by highway or seaway, has not always a happy end. Despite measures against this illegal way of immigration, millions of people are dying during this "death ride". Especially, to arrive to the destination is a big luck for the people who prefer seaway. The bad conditions of the weather and unsafe boats are the main reasons of this tragedy. Illegal immigration is not only achieved by seaway, but also there are immigrations which are held by highway. Unfortunately, many of these are ending with tragedy. Moreover, African countries are demanding illegal immigration more than other countries.
It should be noted that there’s an international annuity which is nourished from the people with the dream of a life with higher standards of living, who die tragically. Rising unemployment due to the global economic crisis triggered immigration of cheap and illegal workers. In Italy we have experienced the biggest tragedy, is a kind of survive from underdeveloped countries to developed countries. Just in a boat, the number of deaths was over 350.
We want to get under the spotlight their unsafe journeys from their own countries to other countries, the illegal gangs which left them with danger of death, expulsion reasons of the referencing country for asylum. Our goal is to attract attention of world public opinion to this everlasting tragedy, to contribute with a touch of art.
At the end of the exhibition the most successful 3 cartoons will be awarded with "Don Quichotte" medal. In addition 10 other cartoons will be given "certificate of Don Quichotte" as a reward.

Her yil binlerce insanin kara ve deniz yoluyla gerceklesen "umut yolculugu" ne yazik ki her zaman mutlu sonla bitmiyor. "Olum Yolculugu" da diyebilecegimiz bu yasal olmayan yollardan yapilan goce karsi alinan onlemlere ragmen her yil binlerce insan can veriyor. Ozellikle deniz yolunu tercih edenlerin sag salim gidecekleri ulkeye varmasi buyuk bir sans. Zira olumsuz hava kosullari ve guvenligi olmayan tekneler bu trajedinin en buyuk nedenleri. Kacak goc sadece deniz yoluyla olmuyor. Kara yoluyla da suregelen bu goc trajedilerine her gun dunya medyasinda rastlamak mumkun. Yasadisi yollardan gerceklesen kacak goce en buyuk ilgi Afrika ulkelerinden geliyor.

Conditions and rules :
Initially, each participant can submit up to 3 entries in digital format by sending them before March 5th, 2014 via internet (Upload) to the following address :
www.nielsbuggeaward.org/sendcartoon.html
together with the digital entry form with the informations about the author.
Size for the first round: A4 Format, 300dpi, 2480×3508 pixel, Max. 5 MB each file.
The cartoons received after the deadline will be rejected.
Out of these submissions, the jury will make a selection of 100-150 drawings.
Only the selected artists will be asked to send the original work by post.
All these works will be shown at the exhibition.
The works can be made in black & white or color, with any drawing technique,
we accept only wordless cartoons, without subtitles.
The submitted work should not have been awarded before the deadline of this contest.
Cartoon works will be appreciated by the International Jury.
The award winners selected by the jury will be personally informed via e-mail.
The final decisions of the jury are incontestable.
The Prizes are :
1st Prize : 3.000 €
2nd Prize : 2.000 €
3rd Prize : 1.000 €
The selected participants give the organizers permission to use their drawings only for promoting the artist and the event itself.
Every other aspect of the copyright remains with the artist (except for the awarded submissions).
It ensures that the awarded works can no longer be submitted in other contests or published by their authors or third parties after the official publication of the results.
The drawings that were awarded one of the prizes will become property of the organizer.
The exhibition and the award ceremony will take place in late May 2014.
By taking part in this contest the participants accept the above mentioned rules.

PRIZES
1. Artwork submitted for competition will be judged by an International Jury.
2. The Jury will award the following cash prizes along with a certificate for each award.
• Grand prize amounting to 5.000 USD
• 2 gold medals amounting to 3.000 USD
• 2 silver medals amounting to 2.000 USD
• 2 bronze medals amounting to 1.000 USD
• 9 special prizes amounting to 300 USD
3. The jury has the right of final distribution of statutory prize and all of the jury’s
decisions are final.

without any special fees paid to the artists that include being exhibited and reproduced
in a variety of advertising materials as well as printed and circulated in catalogues.
2. The Awarded works remain the property of the organizers.
3. The exhibition organizers are the final judges in interpretation of the rules and
regulations.
