First of all congratulations on a carefully thought out group of questions.
 
l) Humour makes the world go round….a stoppage is a disaster.There will always
be something to make a cartoon of. Even the stone age guys scratched on walls.
Perhaps more careful research into a subject will give more ideas.
Too much and the subject isn’t funny anymore.
 
2) We must carefully segregate….
SIMILAR from PLAGIATES.Very thin line seperates the two.
Similar can be an accident, Plagarism is not.Your suggestion to exhibit all submissions…
will sort out the real bad guys.
More professionalism from jurys who know what cartooning is all about.
Not just dummies who wouldn’t see a joke if it bit them in the leg.
 
3) The word censorship and everyone gets hot under the collar.
This is a very wide subject and people tend to get bogged down with their own opinions.
Perhaps the best is ‘self-censorship’ up to the individual artist.
 
4) Back to the roots with cartoons like we drew them 60 years ago.
No computer…no Photoshopping….just pen+ink.
OK so I do use photoshop to colour in my black+white scans…guilty.
But there are artists out there who use photos which are
photoshopped until they have nothing  to do with cartooning
as we from the ‘old school’ knew it.
 
5) Cartoonists and Solidarity?!
Here we are on a very difficult area full of pitfalls.We are a huge
group of individuals working individually,
the idea to bring them together to speak with one voice is well intenioned.
You only have to put up ‘Censorship’ and ‘Plagarism’ and you have a thousand
‘buts and ifs’ and it goes off in different directions, without even a compromise.
We have seen the furtherance of Digital Cartooning being more acceptable.
But even this has a long way to go.

Hi,
in my opinion based on your question…
A cartoon competition should be able to present a new theme that challenge
cartoonists to test their creative boundaries such as utopian themes or
something about the future that never happens before.
More concrete examples will be cartoons about doomsday, global crisis, waste crisis,
aliens, outer space and so forth.
Pablo Picasso previously found that dove was a peace symbol.
 
Many cartoonists as the result use this symbol when they draw about peace.
This will be a challenge for cartoonists to create new icons that can be a legend.
The catalog should be made in electronic version (a pdf format for instance) and
distributed to the participants as well as the jurors. I think that cartoons do have
 limitations. We have learnt about it from the Denmark or Iranian holocaust cases.
Freedom of expression attaches to responsibility and tolerance to others
albeit different cultures or religions.
 
A good cartoon will not cause a bloodshed. I agree that a good cartoon
should be able to highlight the theme and idea, and the rest is a matter of technique.
A cartoon presenting a good idea although being made with painting technique
can still be considered a cartoon.
Consequently, a mediocre idea in a painted cartoon may not be a cartoon
at all.It is necessary to conduct a conference or produce an agreement
on cartoonist rights across the world.
There should be a universal right on copyright or fair cartoon competition.

FIRST INTERNATIONAL “ALEKSANDAR KLAS” CARTOON CONTEST

The oldest Serbian illustrated review “Ilustrovana politika” is organizing the first international cartoon contest honoring its own the most famous cartoonist Aleksandar Klas (1928-2002).
Since 1950 over 30 000 his cartoons were published in national and international newspapers and magazines, and he had over 60 individual exhibitions. He got more than 130 prizes, so he entered in “Guinness’s book of records” as the most rewarded cartoonist in the world. Besides cartoon his occupation is painting, as well as illustration of books.

    Participation rules:

    1. Competition is open to professional and amateur cartoonists from all over the world.
    2. The theme of the cartoons is free.
    3. Participants take part in the competition with original cartoons. Cartoons must be signed by the cartoonist in case that they are submitted as digital prints.
        Photographs, photocopies, etc., will not be accepted.
    4. Size of cartoons should not exceed 30 x40 cm.
    5. Name, surname, address, phone number, e-mail, country of origin of the participant should be written on the back of his/her piece of work.
    6. Works must reach the organizer not later than November 1, 2009, packed in protective cover to:

                        Cetinjska 1
                        11000 Belgrade
                        SERBIA

    7. Result will be announced on second half of November 2009.
    8. Participating cartoons will be kept at the virtual Cartoon Museum, to be established by the review “Ilustrovana politika”.
    9. First International “Aleksandar Klas” Cartoon Contest will be celebrated with an award ceremony and exhibition of selected cartoons in November 2009 in Belgrade.
  10. Jury will award the following prizes:

                        – Grand Prix A. Klas: 1000 euros and diploma
                        – 5 diplomas

   11. Participating cartoons will be put into catalogue. The cartoons for the catalogue and exhibition will be selected by a jury.
        A catalogue will be sent to the cartoonists whose piece of work are exhibited and published in the catalogue.
   12. Organizer reserve the right to use the sent cartoons for ILUSTROVANA POLITIKA advertising purposes without any special fees paid to the authors:
        to be exhibited and reproduced in a variety of advertising materials, as well as printed in catalogue and review.
   13. Participants are considered to have accepted all the conditions.
   14. Participants are kindly asked not to post the works via electronic means as these will not be accepted for the competition.

Dear Cartoonists…

I want to mention to you a name: Hallvard Skauge.
He lives in Norway  
and he is relatively unknown to many. His works published saturdays in  
a leftist daily newspaper, namely Klassekampen and i always enjoyed to  
see his interpretations for daily politic issues. Today one of his  
early drawings about USAs finance crisis and how their actions will  
impact Europa, is awarded as best drawing of the year. Usually when a  
jury decides on a work as ”the very one”, mostly juror’s personal  
backgrounds determines the results and sometimes you end with that  
there were others who were better in your thought, but this time I  
feel the same as the jury. This is very powerful and different  
solution for to well known issue. We have a pool in DQ and try to find  
out what we can do about similarity issues. Sometime we all have same  
instruments and same cliches, but this work shows that always can be  
found a new way of telling things.
The jury who made this decision belongs to a joint federation of union  
of media companies and union for Norwegians journalists and  
Organization for Norwegian Newspaper directors. The aim of award is to  
emphasize art of drawing as a own separate journalistic expression  
form. This is a valuable prize which is given every year artist gets a  
god amount of money too, besides the award.
I attach his drawing which is published in 01. October 2008,

for your judgement.
If you are interesting what he says about drawing in newspapers, etc,  
I could try to translate the interview.
