Yes, the questions you raise are important and difficult to resolve.
We too find a lot of duplication in cartoons submitted and
deas that have been clearly plagiarised.
As you say, it also becomes difficult to differentiate
between ‘real’ cartoons, posters, illustrations,
and other art works.
In terms of censorship, we would only censor cartoons which
we deemed to be racially discriminatory or deeply offensive
to a race of people or a nation,otherwise
we remain open to all opinions.
We do not censor what maybe considered not ‘real’ cartoons,
but they may be placed out of competition,
as not appropriate for a ‘cartoon contest’.
As far as the duplication of ideas and plagiarism is concerned,
this is the most difficult issue to deal with.
In such cases we try and choose the best executed version
in terms of technical skill, execution and visual humour.
