18th International Exhibition of Cartoon for Printing
Edition 2010
The municipality of Porto Alegre, through the Municipal Department of Culture, announced that the parties will be receiving de 05 de fevereiro to 05 March 2010, according to Law No. 8666/93 and subsequent amendments in the Department of Exhibition and Exhibition at Usina do, Pres. João Goulart, 551, Room 603, Monday to Friday from 10am to 12pm and from 14h to 17h, the documentation for participation in the bidding process that regulates the contest of 18th INTERNATIONAL EXHIBITION CARTOON PRESS.
PURPOSE
This Regulation aims to select artists for the 18th INTERNATIONAL EXHIBITION DESIGN PRESS taking place from March 25 to 09 maio 2010 in the Gallery of the Arches in Usina do, to stimulate and disseminate a comprehensive manner, the graphic applied to press, and give awards to each of the categories described below.
REGISTRATION
Entries can be made from 05 February to March 5, 2010, at Av Presidente João Goulart, 551, Room 603 – Sector Shows and Exhibitions, CEP 90010-120 – Porto Alegre / RS, Monday through Friday, 10 to 12pm and from 14 to 17h, or via e-mail salao.press.portoalegre @ gmail.com.
For works sent by mail and via e-mail, the last days of receipt will also be on 05 March, according to the date of the postmark on the envelope and date of sending the email.
Will not be accepted or awarded in selected issues of this Hall
Artists honored at previous salons can not enroll in the same category.
PARTICIPANTS
The competition is aimed at professionals and amateurs, in terms Cartoon, Charge, Caricature, Comics and Editorial Illustration (for newspaper, magazine, book, album cover, poster, etc.)..
Entries in Editorial Illustration mode should have actually been published between March 2009 and January 2010, and must be accompanied from the original publication, with date and name of the journal identifiable.
Participants can compete with up to 05 (five) distributed in any work of 05 (five) categories.
PRESENTATION OF PAPERS
As this is a Hall of graphic arts, will also be considered as original works printed by computer printers or other means of reproduction of images, provided with good quality. However, it is up to the participants to send their documents.
The entries must have a maximum size of 42cm x 29.7 cm (A3).
Entries in the mode Comics can have up to four (04) pages up to 42cm x 29.7 cm (A3).
The work should be wrapped in opaque paper and sturdy. The Organizing Committee is not responsible for the work that arrives damaged and / or unidentified.
Participants should strictly observe the following instructions:
– Send, with the work, the application form accompanying this regulation, with all items completed legibly.
– All papers, documents or not, should be properly identified on the back with author’s full name, type of registration, title, category they are applying and editing of the hall that is participating. For Editorial Illustration, should also inform the publication of full details (name, date, page). Papers submitted electronically should include this information in the nomination file.
Failure to comply with these instructions shall result in summary disqualification of the work.
SELECTION
The city of Porto Alegre designate, by Order published in the Official Gazette of Porto Alegre – DOPA, a selection committee and another Award, formed by cartoonists, journalists, graphic designers, artists and representatives of the Municipal Bureau of Culture.
The Selection Committee will be the main criteria includes creativity, originality and artistic quality of the designs and select obeying the following purposes:
– All works selected will participate in the exhibition hall of the Manor Vasco Prado at Usina do, Pres. João Goulart, 551, Porto Alegre / RS, 25 March to 11 May 2010.
The list of selected papers will be available from March 19, 2010, at site http://www.portoalegre.rs.gov.br/smc/cap/editais.
Relation of winners will be announced at the opening ceremony of the Show
The list of selected and awarded shall be published in DOPA (Official Gazette of Porto Alegre).
The decision of the Jury that cripple the papers presented, on grounds of non-submission of required documents or made in breach of the required administrative appeal may be filed in the Department of Fine Arts within 05 (five) days from the date of publication result.
The appeal will be heard no later than 05 (five) days.
PRIZES
Be assigned one (01) prize acquisition, valued at $ 1,000.00 (one thousand reais) to each of 5 categories: Cartoon, Charge, Comics, Cartoon and Illustration Editorial. The criteria will again be guiding the creativity, originality and artistic quality of the drawings. May be awarded Honorable Mentions at the discretion of the Award Committee.
The awarded works will become part of the Municipal Art Collection.
Prizes not claimed within 90 (ninety) days from the publication of the result, will expire.
FOR RETURN
Work not selected will be returned on 29 March to 09 April 2010, at the same place and time of registration. From this date we are not responsible for the work not removed.
NO RETURNS WILL BE MADE BY MAIL OF ANY WORK FROM OTHER LOCATIONS.
GENERAL
Selected works may be used by the Municipality of Porto Alegre for the purpose of advertising the event, free of charge.
Entry in this competition implies full acceptance of the terms of this regulation. The cases shall be resolved by the Organizing Committee, subject to the Law 8666/93.
Committees of Selection and Awards will be sovereign in its decisions.
According to Law 8666/93, Art.9 of the members of Committee of Selection and Awards, and the servers of the Municipality of Porto Alegre, may not participate in this contest.
The cost of the prizes of this contest will run for the budget allocation 1003.2481.339031
The awards will be paid after the publication of the results and the expiry appellate.
The cases shall be resolved by the organizing committee.

dört gün süreyle Ankara’da yapýlacaktýr.
*Festival kapsamýnda yer alan 7-17 Karikatür Yarýþmasý’nýn amacý çocuklar arasýndaki kardeþlik,
sevgi, dostluk baðlarýný geliþtirmek ve onlarý barýþcýl bir geleceðe hazýrlamaktýr.
*7-17 Karikatür Yarýþmasý 7-17 yaþlarý arasýndaki tüm çocuklara açýktýr.
*Yarýþma konusu ‘Yazmak Eylemdir’.
Yazmak kiþisel bir özgürlük biçemidir. Düþüncenin, duygunun kalem aracýlýðýyla kaðýda yansýtýlmasý, baþkasýyla paylaþýlmasýdýr.
Yazmak insaný rahatlatan bir tutku, yararlý bir eylemdir, ayný çizmek gibi. Yarýþmanýn amacý, mektup yazmanýn,
tebrik kartý atmanýn nerdeyse unutulduðu günümüzde kalemle yazmak eylemine dikkat çekmektir.
Karikatürcüler yazmak eyleminin yaþamlarýna olan etkilerini ve duygularýný anlatan karikatürler çizebilirler.

Anadolu Üniversitesi Karikatür Sanatýný Araþtýrma ve Uygulama Merkezi, Turizm Yazarlarý ve Gazetecileri Derneði ile Anatolia: Turizm Araþtýrmalarý Dergisi’nin iþbirliðinde birincisi düzenlenen Uluslararasý Turizm Karikatürleri Yarýþmasý’na 50 ülkeden 269 karikatür sanatçýsý 599 çalýþma ile katýldý. Prof. Atila ÖZER (Karikatürcü, Anadolu üniversitesi Karikatür Sanatýný Araþtýrma ve Uygulama Merkezi Müdürü), Kamil YAVUZ (Karikatürcü), Rahim Baggal ASGARI (Karikatürcü, Tebriz Karikatürcüler Derneði Baþkaný, Ýran), Ahmet AYKANAT (Karikatürcü, Anadolu Karikatürcüler Derneði Baþkaný), Athanassios EFTHIMIADIS (Karikatürcü, Yunanistan), Bülent ÇELÝK (Karikatürcü, Vatan Gazetesi), Fehmi KÖFTEOÐLU ( Turizm gazetecisi, www.turizmgazetesi.com), Doç. Birinci, Ýkinci ve Üçüncülük derecesi alanlar Türkiye’nin 5 yýldýzlý turistik otellerinde eþiyle birlikte her þey dahil tatil yapma hakkýný kazandýlar.

BASKASINA AIT ESERI KENDI ESERI IMIS GIBI GOSTEREN,
EN TEMEL “INSAN HAKKI”NI IHLAL EDER VE CEZALANDIRILIR!
Zaman zaman buyuk bir bilgisizlikle, Turkiye’de “Telif Haklari Yasasi”nin
olmadigini, hâlâ Meclis’in “Telif Haklari Yasasi”ni cikartamadigini ifade
eden beyanlarla karsilasiyoruz. Daha gectigimiz ay icinde, bir televizyon
programinda, ozellikle yasi ilerlemis unlu dizi oyunculari ve senaristleri
tarafindan acikca soylenen bu beyanlari duyunca, “Eyvah” demekten kendimi
alamadim. Zira, bu beyanlar, bu oyunculara deger veren kitleler tarafindan
“dogruymus gibi” kabul edilecekti.
Daha da kotusu, sanat toplulugumuza, hem iceriden, hem de disaridan musallat
olan bazi kotu aliskanliklarin yeniden ortaya cikmasina sebep olacakti.
Esasen, Turkiye’de 1 Ocak 1952’den beri varolan Fikir ve Sanat Eserleri
Yasasi, “olmadigi soylenen Telif Haklari Yasasi”nin ta kendisi olmakla
birlikte, sanatcinin bu yasaya dayanarak hak aramasi, “fiilen” cok zorlu bir
surece katlanmayi gerektirmektedir. Sanatci, mahkemelerde uzun yillar suren
davalardan bikmakta, usanmakta, adeta sanatciyi hak aramaktan vazgecirici
bir durum ortaya cikmaktadir. Bu sekilde, toplumda “Telif Yasasi yok”
yargisi, giderek genellesmektedir.
Sanatcilarin bu yasaya dayanarak “etkin sekilde” hak aramasi, ancak fikir ve
sanat eseri sahiplerinin olusturdugu meslek birliklerine uye olmasiyla
mumkundur. Sanatci, bu uyelik ile birlikte, ayni zamanda eserini,
calinmalara, cesitli “fikir hirsizliklari”na karsi da korumus, daha dogrusu,
“tescil ettirmis” olur.
Sanatcilarin eserlerinin korunmasina iliskin yaptirimlar, Bati’da cok
etkilidir. Yasalar, oralarda daha ayrintili ve pratik sorunlari en aza
indirilerek uygulanmaktadir. Batili sanatci, uzun yillar suren bir hak arama
mucadelesi vermistir. Hatta tarihte bilinen ilk IS sozlesmesini dahi
sanatcilar yapmistir (Papa ile Michelangelo ve atolye calisanlari arasindaki
sozlesme). Dolayisiyla, Batili sanatci, telif haklari konusunda daha
bilincli ve duyarlidir.
Fikir ve sanat haklarina sayginin en onemli belirtisi ise bir sanatcinin
eseri uzerine sanatcinin “bizzat attigi imzasinin” korunmasidir. Bu, en
temel haklardan, “Insan Haklari Evrensel Beyannamesi”nde sayilan haklardan
birisidir ayni zamanda. Bu en temel hakkin ihlali, tarihteki pek cok ornekle
de sabit oldugu uzere hep en agir sekilde cezalandirilmistir. Bu hak ihlali,
sadece hukuken degil, meslekî acidan da “acikca ve cekinmeden”
cezalandirilan bir konudur ki, ihlal edenler hakkinda meslekten men edilmek
gibi kararlar alinmistir.
Turkiye’de sanatci meslek birliklerinin etkin sekilde calismasi ile fikir ve
sanat alanindaki hak ihlallerinin, ilgili yasa maddeleri acikca isletilerek
cezalandirma surecinin isletilmesine giden yol, bizzat sanatcilarin bu
konudaki bilincli ve orgutlu cabalariyla mumkun olacaktir.
Bu itibarla, 5846 Sayili Fikir ve Sanat Eserleri Yasasi’nin “en temel”
sanatci haklarini ihlal edenlere karsi getirmis oldugu cezaî yaptirimlari,
bir kez daha hatirlatmak istiyorum. Bu maddeler, eserlerini korumak isteyen
her sanatcinin, “basucunda” bulunmalidir:

How did you and your husband like Berlin?
The invitation came as a complete surprise.
It was such a memorable event for me …
to have the opportunity to meet a great artist and
a perfect gentleman like Bernd Pohlenz,
and to see the toonpool.com office up close.
We had a great time in Berlin.
Also Hayati Boyacýoðlu – who is a great artist and
a really great friend – stayed with us all the time.
He told us everything we wanted to know and
showed us everything – all the important places:
historical ones, political ones and nature, too.
We had an excellent week in every respect.
Are you planning to visit other toonpool.com members
or are there any plans that they come visit you in Turkey?
Yes, of course! Right now, my biggest plan is to organize
a visit to Izmir for Bernd Pohlenz and Hayati Boyacýoðlu.
We could set up an exhibition of works by toonpool.com members in Izmir.
I talked to the people at Buca Cultural Center and they told me
that they would welcome such an exhibition.
I noticed that you and a number of other artists on toonpool.com
have formed a kind of network, a close friendship.
How did that develop?
Good question! In fact, this was nothing we planned or consciously worked on.
We know each other from toonpool.com and we interpreted
each other’s work with love and respect.
It may seem that we are only supporting each other and providing
each other with enthusiasm for work..
But from time to time we have long discussions over works
whose ideas we don’t approve of.
Over time artists from lots of different countries have joined this
friendship, this network.
Do you feel a special connection between Turkish people living
in places as different as Turkey (like you),
Norway (like Firuz Kutal) or Belgium (like Ismail Dogan)?
I believe and feel that there is a special connection between
people from all over world – not only Turkish people – who share some sort of ideology.
It doesn’t matter if they are from Turkey, Belgium,
Norway or Germany. Or Romania, or Croatia…
Can you describe that ‘ideology’ you and
the other artists are sharing?
It’s an ideology that does not discriminate people because
of their race, religion or language.
An ideology that recognizes that all people have equal rights.
One that does defend freedom of expression but that also
recognizes a need for self-control when people’s religious feelings might get hurt.
And no matter what: it is an ideology against wars and massacres!!
How do think will the toonpool.com community develop in the future?
In my opinion the members of toonpool.com will act together
more often – even if they have different mindsets.
Just as they did during the Hadi Heidari incident.
There might also be joint exhibitions or other collaborations for a good cause.
