I. Objective
As one of the most significant parts of China International Cartoon and Animation Festival (hereinafter referred to as "CICAF"), the "Golden Monkey King" Award Competition boasts the authority that comes from the supports of Chinese governments at all levels; professionals from academic organizations; and veteran practitioners in the field of cartoon and animation. Firm believing in "High Quality, High End and High Grade", this annual Award is intended to identify outstanding animation works and talents, to recognize accomplishments in all aspects of cartoon and animation industry and, to encourage originality as well. In addition to the competition, this Award also provides a communication platform for artists and professionals of international relevance, who focus on the most-up-to-date topics of animation entertainment industry. The "Golden Monkey King" Award aims at establishing itself as a dynamic and authoritative awarding event worldwide, and we do wish you will be part of it.
The Organizing Committee of the "Golden Monkey King" Award of CICAF (hereinafter referred to as "Organizing Committee") is composed of the sponsor, organizers and relevant functional departments. In accordance with actual conditions of the 9th CICAF, the Organizing Committee hereby formulates this Rules and Regulations of the "Gold Monkey King" Award Competition of the 9th China International Cartoon and Animation Festival (hereinafter referred to as "Rules and Regulations") to guide the organization of the Competition.

III. Evaluation and Selection
1. The Selection Committee shall be appointed by the Organizing Committee and be responsible for selecting eligible entries for the "Golden Monkey King" Award Competition through evaluation;
2. The Selection Committee will invite animation experts at home and abroad, insiders and scholars from academic institutions to act as judges who make up the Judging Panel of the "Golden Monkey King" Award Competition (hereinafter referred to as "Judging Panel"). And the Selecting Committee and the Judging Panel will take charge of electing work. The competition composes of two parts: the preliminary selection and the final appraisal and, the winners will be announced in the grand Award Ceremony on April 26th, 2013, during the 9th CICAF period;
3. The Selection Committee and Judging Panel shall select the winning entries and determine the list of winners in line with the Rules and Regulations of the Competition;
4. No member of the Selection Committee shall be allowed to take part in the evaluation of any entry with which he or she is connected in any manner;
5. Various categories of awards are established according to different features of animations. Awards and the number of winners are specified in specific provisions of the Rules and Regulations. According to actual conditions, the Selection Committee shall have the right to suggest the Organizing Committee appropriately adjust some awards and the number of winners.

Registration and Submission: January 10th—March 5th, 2013
Examining and Verifying: March 1st—March 8th, 2013
Preliminary Selection: March 10th—March 12th, 2013
Final Appraisal: April 23rd—April 25th, 2013
Award Ceremony: April 26th, 2013

*2 people: 2 people will be invited to take part in the Award Ceremony (April 26th, 2013), with all expenses including round-trip flight tickets (economy class) and local hospitality (April 25th—27th), covered by Organizing Committee. This hospitality will be forfeited for overdue without refund.
~Individual income tax relevant to the bonus will be withheld and remitted by Organizing Committee.
~The bonus will be granted by "Domestic" standard for winning entries from Chinese mainland.
~The bonus will be granted by "Overseas" standard for winning entries from outside of Chinese mainland (Hong Kong SAR, Macau SAR, Taiwan, and foreign countries).

VI. Requirements for Submission
1. General Awards are designed for those finished comic picture-book serials, and animation films that have already released to the public. While the Animation Character Award and Script Award will be evaluated and chosen by the overall quality from the General Awards entries;
2. Promising Awards are designed specially for those unfinished cartoons and animations, or original innovative draft plans, which are soon to be put into production, and have a promising market potential worldwide;
3. Each entry shall apply for only one category of the Competition only, either the General Awards or the Promising Awards. The Selection Committee shall select the entries on the basis of quality and aesthetic value, and in particular, creativity;
4. Each entry shall have bilingual rendering, either Chinese sound track with English subtitles, or English sound track with Chinese subtitles. If the original language of the entry is not Chinese or English, Chinese and English subtitles shall be provided both;
5. Applicants shall fill in the corresponding registration form through the online registration system of the "Golden Monkey King" Award Competition (www.cicaf.com). After online submission, applicants shall have a printout and sign or stamp it. The registration form and works shall be burnt into optical disks, and posted to Organizing Committee, together with its signed printout version;
6. The entry shall be in compliance with laws and regulations of China and moral norms. And it shall not contain any pornographic, violent and bloody, religion insulting and other unhealthy contents;
7. Each entrant shall be the author or the legitimate owner of his/her entry for which he has the copyright and undertakes corresponding legal responsibilities. For works jointly created, the entrant shall ensure that he/she has the legitimate ownership of the entry. In the event that this cannot be guaranteed, the work shall participate in competition in the name of all creators. All losses incurred due to the claim for right of the entry by a third party shall be borne by the entrant; and if such claim results in serious influence or losses to the Organizing Committee or the Award, the entrant shall make all compensations;
8. The copyright of the entry shall be owned by the author. And the Organizing Committee is entitled to exhibit and demonstrate the works (in whole or in part) at any media or public event for non-commercial purposes. The Organizing Committee reserves the final right to interpret;
9. All shipping expenses for entries submitted to the Organizing Committee shall be paid in advance. No videotape, disk or script submitted will be returned unless a special request has been made and postal expenses paid in advance. The Organizing Committee assumes no responsibility for loss in the posting process.

A. General Awards
General Awards are designed for those finished comic picture-book serials, and animation films that have already released to the public. While the animation character and script will be evaluated by the overall quality from the General Awards entries. More specifics are shown as below:

Animated Film
a. Any entry shall be submitted in any of the following formats: MOV, AVI, or MPEG with 1920*1080 PX (General compression code of H.264);
b. Any entry shall be a completely finished work;
c. Any entry shall submit a color photo of the director or the cartoonist (7 inches above, 300 dpi, and jpg format);
A 30-second trailer;
5 screenshots of the film (8*10 cm above, 300 dpi, and jpg format);
1-2 posters (8*10 cm above, 300 dpi, and jpg format).


Cartoon
a.Works submission only for comic picture-book serials with complete story plots.
b. An entry shall submit a color photo of the cartoonist (7 inches above, 300 dpi, and jpg format);
c. Any entry shall be a completely finished work;
d. 10 cartoon illustrations or draft paintings that can fully described the story (8*10 cm above, 300 dpi, and jpg format);

B. Promising Awards
a. Promising Awards are designed specially for those unfinished cartoons and animations or original innovative draft plans, which are soon to be put into production, and will have a promising market potential worldwide. But if the work to be submitted is an Animated Short Film, a finished production is required;
b. If the submitted works (animated films, series, and cartoon) have already finished, the entries must have not been released to the public or published by May 1st, 2013;
c. Any script submitted shall be in printout version (A4 format, 3 copies). The Organizing Committee shall keep the scripts in strict confidence, no script printout will be returned unless a special request has been made and postal expenses paid in advance;
d. Any entry shall submit a color photo of the director or the team (7 inches above, 300 dpi, and jpg format);

Animated Film
Works collected shall be in any of the following formats: MOV, AVI, or MPEG with 1920*1080 PX or above (general compression code of H.264):
(1). a 5-minute-above demo (containing a certain narration of the whole story);
(2). a 2-minute trailer;
(3). a 30-second trailer;
(4). Complete story script printouts (A4 format, 3 copies);
(5). 1-2 posters (8*10 cm above, 300 dpi, and jpg format);
(6). 5 screenshots of the work (8*10 cm above, 300 dpi, and jpg format);
(7). If the LAYOUT has been already finished (including the pre-dubbing, music track or music effect), it may be submitted as well. This is optional for entrants.

Animated Series
Works collected shall be in any of the following formats: MOV, AVI, or MPEG with 720*567 PX or above (general compression code of H.264):
(1). a 5-minute-above demo (containing a certain narration of the whole story);
(2). a 2-minute trailer;
(3). a 30-second trailer;
(4). 1-2 posters (8*10 cm above, 300 dpi, and jpg format);
(5). 5 screenshots of the work (8*10 cm above, 300 dpi, and jpg format);
(6). If the duration is 12 minutes above per episode, a complete outline printout for each episode (within 200 words for each, A4 format, 3 copies) is required, and a complete story script printout (A4 format, 3 copies) for the first 3 episodes is required; If the duration is within 5 minutes per episode, the finished first 3 episodes are required, while the script printout is optional;
(7). If the LAYOUT has been already finished (including the pre-dubbing, music track or music effect), it may be submitted as well. This is optional for entrants.

Animated Short Film
A finished production is required and the length shall be within 30 minutes. Any entry shall be submitted in any of the following formats: MOV, AVI, or MPEG with 720*567 PX or above (general compression code of H.264):
(1). 1-2 posters (8*10 cm above, 300 dpi, and jpg format);
(2). 5 screenshots of the work (8*10 cm above, 300 dpi, and jpg format);
(3). a 30-second trailer;
(4). No need to submit the script.

Original Cartoon
Works collected shall be absolutely original (Copy, adaptation, replication or imitation is prohibited):
(1). 20 plus cartoon illustrations or draft paintings that can fully described the story (8*10 cm above, 300 dpi, and jpg format);
(2). 5 plus character diagrams (8*10 cm above, 300 dpi, and jpg format);
(3). 5 plus image rendering (8*10 cm above, 300 dpi, and jpg format);
(4). Complete story script printouts (A4 format, 3 copies).

VII. Invitation
Organizing Committee shall invite works-submitting entrants to attend the 9th CICAF 2013, with the specific arrangement as follows:
1. For each entry will get:
(1). 2 tickets of the Industry Expo of the 9th CICAF, April 26th only (Professional Visitors’ Day);
(2). 2 tickets of the International Animation Film Screen and Exhibition;
(3). If foreign entry intends to take part in the 9th CICAF, the Organizing Committee shall provide with board and lodging from April 25th to 27th 2013 (2 people, 1 two-bed room only). Any foreign entry shall submit written application one month prior and wait for obtaining the final approval from the Organizing Committee.

2. For each prize winner will get:
(1). Hospitality:
Domestic prize winners: board and lodging from April 25th to 27th 2013, 2 people, 1 two-bed room only;
Overseas prize winners: round-trip flight and local hospitality (board and lodging) from April 25th to 27th 2013, 2 people, 1 two-bed room only. This hospitality will be forfeited for overdue without refund;
(2). 2 tickets of the Industry Expo, April 26th only (Professional Visitors’ Day); 2 tickets of the International Animation Film Screen and Exhibition; 2 tickets of Award Ceremony and some other tickets of relevant activities of 9th CICAF;
(3). Field trip to Hangzhou historic and cultural spots, as well as local animation companies;
(4). The "Golden Monkey King" Award Anthology and DVDs of the excellent works of the entries;
(5). The Organizing Committee shall notify the winners within three weeks after the closing of the 9th CICAF with the prize matter. Individual income tax relevant to the bonus will be withheld and remitted by Organizing Committee. Prize claiming will be valid within one month since the closing of the 9th CICAF, overdue claiming shall be regarded as waiver;
(6). Provide the every winner with one standard booth for free on the 10th CICAF.

VIII. Award Ceremony
1. Both the Award Ceremony and Press Conference shall be organized by the Organizing Committee of the 9th CICAF;
2. The Award Ceremony is scheduled to be presented on the Opening Ceremony of the 9th CICAF;
3. The Organizing Committee will invite all the prize winners and judges to attend the Ceremony as distinguished guests;
4. Any domestic or overseas award winner who cannot receive his/her award in person may authorize a representative to receive the award on his/her behalf. In this case, the representative shall submit the original autographed power of attorney and the copies of ID card or passport of the prize winner to the Organizing Committee;
5. Winning works will be screened during the Award Ceremony and the 9th CICAF period.
IX. Screen and Publicity
1. Screen and Exhibition
The Organizing Committee has the right to screen the winning works for non-commercial purposes and to hold screen and exhibition for them on CICAF official website, cinemas and venues;
2. Review and Recommendation
Selection Committee will give comments on every Promising Awards winning entry and hold recommendation seminars during the 9th CICAF period, in order to build a cooperation platform for both winners and market resources;
3. Promotion and Publicity
The Organizing Committee is entitled to promote, recommend, and screen the winning entries at home and abroad, especially in international key cartoon and animation festivals;
4. Database Entry
On purpose of reserving cartoon and animation masterpieces and talents, the Organizing Committee will set up the "Golden Monkey King" Award Information Database especially for those winning entries and outstanding talents. All information related to the winning entries will be written into this database for further promotion and support worldwide.

X. Legal Matters
The "Golden Monkey King" Award Competition of the 9th CICAF will be seriously implemented in accordance with this Rules and Regulations, which shall be effective as the date of its release. And will under the supervision and notarization of Hangzhou Municipal Notary Office throughout the entire 9th CICAF period.
Any submission of the registration form shall be deemed as the agreement to abide by the provisions of this Rules and Regulations. The creators, producers, distributors, copyright holders and other related organizations of the entry have the obligations to ensure the legality of the submitted works.
No limit is set by the Organizing Committee for the entrant to send his/her work to likewise competitions or for any purposes at other time. However all probable conflicts and consequence with organizers of other competitions or relevant institutions shall be undertaken by the entrant himself/herself.

This Rules and Regulations shall be subject to the final interpretation of the Organizing Committee of the "Gold Monkey King" Award Competition of the 9th CICAF. In the event of any dispute, the Chinese version shall prevail.
