The activity aims to complete the guideline of popularizing scientific knowledge and improving civil scientific literacy,to promote interactive atmosphere of science popularization in society through lively cartoon works that people love to see, and to seek talented creators of cartoon for science popularization. Any person or group who loves science and cartoon can participate in this Competition.

VII. Requirements for Content
1. The content should be concerning the hotspot and focal issues of science development and science communication in daily life.
2. Entrants create works through their own understanding and experience about scientific knowledge.
3. The works should be of scientific, creative, and with a novel approach and a distinct theme.
4. With complete plots and normative words
5. The content should be healthy, without pornography and violence or anything colliding with national laws.
VIII. Requirements about Format
1. Cartoon image of mascot for “Beijing Popular Science Cartoon Competition”
The standard size of the works is A4. The format of pictures should be of both tiff and jpg, with horizontal layout. Black-and-white version and colorful version should both take a half respectively. The author should keep the original work if it is hand painted, and upload the scanned pictures. The resolution factor of works shall not be less than 300dpi.
2. Animation (FLASH animation(competition), 3D animation, animation of TV and film etc.)
There is no limitation in length of time, but our suggestion is 30 seconds to 3 minutes. Entries of flash must submit two types of format, both SWF and corresponding FLA source file. The entries of 3D animation should be submitted in MOV format. A thumbnail image is also required, which should be the screenshot of a representative frame chosen from the animation (measurement: 130*100, format: one picture respectively of both GIF and JPG, size of file: below 20K).
3. Comics (single comic, four cell comic, comic strip, illustration)
The standard size for entries is A4. The format of pictures should be of both tiff and jpg. All the entries should be painted by pen (except for colorful entries or electronic form entries). The author should keep the original work if it is hand painted, and upload the scanned pictures. The resolution factor of entries shall not be less than 300dpi.
4. Scripts of creative for science popularization
All the creative script should be edited in WORD file, with size of A4, font of Song typeface in 14 point. The number of words should be above 300.
IX. Notice:
1. Entries must be created after December 31st, 2004.
2. Entries should be created by the individual or group participating in the competition. If any participant is found involving in plagiarism or infringement of other person’s copyright, his will be disqualified. The author himself will be responsible for all relevant disputes.
3. Authors have the ownership of the entries, but the organizing committee of the competition has the right to use them for public welfare activities in non-commercial purpose.
4. The supporting media and cooperating media of the competition have the right to exhibit all the entries.
5. All entries will not be returned, but excellent works will be placed into sponsor’s resource pool for science popularization.
6. The organizing committee of the competition preserves the right for final interpretation of competition and review.

XI. Review of Entries
1. Form Examination: Entries will be examined preliminarily by the organizing committee office of the Game. Entries which meet the basic requirements of the competition will be counted as valid entries, and will enter the next round of review.
2. Review of Shortlisted Entries: Judging panel of the competition will review those valid entries according to both public voting and juries’ opinions. 100 entries of all categories (animation, comic, creative script) will be shortlisted for the final review. (The shortlisted entries may be less than 100.)
3. Final Review: All prizes will be chosen out from those shortlisted entries after remarking and review by judging pane. The choosing of prizes will also consult the public voting result.
XII. Methods for Submitting Entries
1. Upload through internet
Register and download the application form of the competition in the special area named “I want to participate” in the official website of the competition (http://www.bast.net.cn/kjzt/kpdm/index.shtml) and Column of Crystal CGS (http://topic.cgyes.com/kepu.). Fix it carefully, and compress the form and your entry together into ZIP file (not over 8M), then upload it according to the requirements. Submission failures caused by inaccurate format should be responded by entrants.
2. Submit by mail
Register and download the application form of the competition in the special area named “I want to participate” in the official website of the competition (http://www.bast.net.cn/kjzt/kpdm/index.shtml) and Column of Crystal CGS (http://topic.cgyes.com/kepu.). Shankar’s International Children’s Competition SICC INDIA |

K. Shankar Pillai (July 31, 1902—December 26, 1989) was a famous cartoonist. He brought out a political magazine called ‘Shankar’s Weekly’. Under the auspices of this magazine, a competition called the Shankar’s International Children’s Competition was organized in 1949. It invited paintings and writings from children in India. Children sent about 3,000 entries. The following year the competition was thrown open to children from all over the world.
Today, the competition has grown and about 1,60,000 entries are received from over 130 countries. The entries are judged by an international jury. The prizewinning entries are compiled in a volume called the ‘Shankar’s Children’s Art Number’.
The prizes are given away at a ceremony conducted entirely by children. The chief guest at this function is the President, Vice-President or the Prime Minister of India. Being very fond of children, Prime Minister Jawaharlal Nehru gave away the prizes in all SICC functions held between 1949 and 1963.
SHANKAR’S ON-THE-SPOT PAINTING COMPETITION
An offshoot of the Shankar’s International Children’s Competition was the Shankar’s On-the-Spot Painting Competition held annually in New Delhi. It was started in 1952 when doubts were expressed about the originality of the paintings received in the Shankar’s International Children’s Competition. The On-the-Spot Painting Competition was a regular event attended by the 10,000 children from the capital and its suburbs till the year 2005. It has, however, been suspended now, owing to space constraints and traffic restrictions. This competition is also held in Kerala. The participating children are divided into three age groups: 5-8 years, 9-12 years and 13-16 years. They are given various subjects to draw on and prizes are awarded. RULES
1. The competition is open to children all over the world below the age of 16 years.
2. There is no entry fee. 3. Competitors are free to choose the theme/subject they are interested in, or like most, for their paintings/drawings/writings. 4. Each entry should be certified by the parent/guardian/teacher as the original, unaided work of the competitor done during the previous year. Entries should be an individual effort and NOT a combined work. 5. Every entry should carry the following information in English and in Block Letters, at the back of the painting / drawing or at the end of the written work: * Name
* Surname * Boy or Girl * Date of birth * Nationality * Full postal address * Subject / title of the entry 6. No entry will be returned. The copyright of all entries will rest with Shankar’s International Children’s Competition.

The drawings can be in any medium. The size of each entry should NOT be less than 30 x 40 cm in size. A competitor may submit upto 6 entries. They should NOT be mounted / framed. WRITTEN WORK
Only entries in ENGLISH will be considered. Translations from other languages do not qualify for the competition. Entries may be in the form of poems, plays, short stories, essays, descriptive writing, and the like. A competitor may submit upto 6 entries. They should be in a neat handwriting or typed. PRIZES
The entries will be judged by the organizers with the help of a jury. The judges’ decision will be final. The following prizes are offered: The President of India’s Gold Medal for the best painting/drawing.
The Shankar’s Award for the best written work. 24 Jawaharlal Nehru Memorial Gold Medals for the next best paintings/drawings/written work. About 400 Silver Medals and 400 prizes. Certificates of Merit to deserving entries. Results will be announced in August. Prizewinners will be informed individually by post. The best entries will be published in Shankar’s Children’s Art Number. Selected entries will also appear in the monthly magazine for children, Children’s World. CONDITIONS
The city of BARAKALDO organizes the “New technologies” nineth international contest of pictorial humour.
The cartoonists will send a work of illustrated humour in relation with new technologies which have a considerable impact on the day to day life (i.e. INTERNET, BIOLOGY, SPACE, TELECOMMUNICATIONS, MEDICINE, ETC…). The idea is to help citizens to think about the new grounds for scientific progress.
APPLICANTS
The competition is open to everyone, especially with no regard of age. Each applicant can present a maximum of three piece of work. The works of the authors who won the Hermes prize the year before will not be taken in consideration.
FORM AND SIZE
The scenes and characters will have to be originals and of proper creation. The works can be drawn in black and white or in colour. The works will have a length of one page that will not exceed 800 x 600 pixels, with a minimum resolution of 72 pixels per inch.
The authors must not include their name or any other information about themselves on the works. Otherwise, they will be eliminated from the contest.
LANGUAGES
Only two languages can be used: spanish or basque. Nonetheless the panel will take into consideration works of pictorial interest without text, proceeding from artists of places where these languages are not used.
PRESENTATION
Applicants will send a e-mail with their names, surnames, address, date of birth, passport number, telephone number. They will send this e-mail with the file of the picture in JPG format.
PLACE AND DEADLINE OF THE APPLICATION
The piece of work with the reference of the artist will be sent exclusively through e-mail, to the following address: hermesbarakaldo@barakaldo.org before 2009 October 13th.
VIRTUAL SHOWING
The city contemplates realizing a public diffusion of the works presented and lately selected by the panel. The virtual show of the works received during the contest will not be granted by any type of economic retribution.
AWARDS
The “Hermes de Barakaldo” prize amounts to 4.500 euros shared between five winners:
1st prize: 1.500 euros
2nd prize: 1.000 euros
3rd prize: 800 euros
4th prize: 700 euros
5th prize: 500 euros.
PANEL
A qualified panel of judges will pick out the best works. Prizes will be handed on the first week of December 2008, in Barakaldo. The city leaves to the panel the possibility to declare no winners, according to quality criteria.

According to the already agreed dates, the Salon’s exhibition is to be organized in the cities that are giving away the awards, and also in other cities both in Serbia and world wide.
Cartoonists and fine artists from all over the world have the right to participate. They should submit at most three (3) original cartoons, which have not been awarded by any other international competition, on the subjects of antiwar as well as solidarity between people and nations. The artworks should be utmost A3 formatted, while art technique is at the artist’s choice. They should be properly packed in order to be protected from damage, whereas on the back of the artwork data on the artist should be written (such as: name, surname, address, telephone/fax, e-mail).

The UMO – International Cartoon Contest is held by UsabilityMatters.Org towards the World Usability Day. All the awarded and qualified cartoons will be exhibited.
Participation is open to all cartoonists from every country in the world. There is no Entry fee.

Brief:
We invite cartoons which humorously communicate the seriousness of the theme, by rethinking sustainability and recycling. Rethink situations, rethink technology, cars, mobile phones, materials, energy resources and everything else we use day in and day out to keep going. Rethink and depict how the usage of new materials that can fully enter a new life cycle by either going back to nature or going back into the design process as a new product affect our world.

The jury and the judgment criteria
We are in process of putting a jury of well-known professionals and socially active personalities. The names will be announced in due course, depending on confirmation. For Judgment jury will use criteria such as creativity, humor, visual communication, presentation, persuasiveness, originality, cleverness, relevance of content and execution to identify the winner.

1. Participation is open to professional Graphic Humor and Cartoon artists who publish or have published in national or international media.
2. In order to participate in the Exhibition, every artist must send a piece on the theme Universal Education (2nd goal of Millennium). It can be a vignette, a comic strip or a caricature. Together with the piece, the artist will properly fill out and send the form that can be found attached to these conditions (also available in www.humor.fgua.es/XVImuestra). The organization reserves the right to invite any author/s it considers appropriate.
3. All art pieces must be original, they will be signed and dated, and can be made using any technique and medium. When using a computer to make the piece, the artist will have to prove that that is his/her habitual work technique, he/she must sign the work and show the number of copy and the total number of copies made (e.g. 2/4, if it is copy 2 out of a total of 4). The maximum format will be 297 x 420 mm. (A3 – 11,7 x 16,5 inches).
4. All pieces will be sent properly wrapped (it is recommended to protect them with flat cardboard). The organization won’t take responsibility on any possible damage occurred during transportation. All shipping charges will be at the participant’s expense.

It is essential to comply with the noted date for the adequate planning of the catalogue and design of the exhibition.
6. A selection of the pieces submitted (carried out by the Selection Commission) will be exhibited in the XVI International Exhibition of Graphic Humor of the University of Alcala and in other exhibitions that may be celebrated.
7. All pieces submitted will be kept at the Graphic Humor Archives of the General Foundation of the University of Alcala (excepting specific indication to the contrary, for which the artist must write on the reverse of the piece “Devolucion”), and will be used for its spaces, travelling exhibitions and publications.
8. The submission of the piece means that the author authorizes the General Foundation of the University of Alcala to reproduce it and exhibit it, as long as the name of the artist is displayed and the objective is the media coverage of the Exhibition and the rest of activities of the Foundation within the field of Graphic Humor and/or of this call (edition of catalogues, posters, leaflets, media coverage, web page, etc.), and in any case it generates any type of obligation on the author’s part.
9. The organization will communicate through the Exhibition web page or through a letter the list of participants with submitted piece and the list of selected pieces. Those people whose piece is selected will be able to attend the opening and all other parallel activities, for which they will be informed of the accommodation and maintenance conditions.
10. At the end of the exhibition in Alcala, those people with selected pieces will receive a copy of the publication, which will be edited to mark the celebration of the Exhibition.
11. The organization reserves the right to not exhibit those pieces considered to infringe individual or collective rights.
12. The participation on this Exhibition means the acceptance of these conditions.

ARTICLE 1 : Organizer, association 49+ la BD Francophone, head office 91,rue d’Austerlitz 59200 Tourcoing, France, is the organizer of a press and humorous drawing competition open to anyone, amateurs and professionals. This production must obligatorily have this topic: “Reconsidering culture masterpieces funnily”
ARTICLE 2 : Competition criteria : Support : use A4 format ( 21 x 29.7 cm). The technical methods used by the cartoonist are totally free, French/English text. The original drawing must be sent in the following form : the drawing must not be folded, and a short biography must be attached to the drawing. Cartoonists who are minors must attach permission to participate and authorization for publication from parents or legal guardians in favor of Francine COPPENS, Association 49+ la B.D. This authorization from parents or legal guardians must contain surname, first name, address, telephone number, and E-Mail of legal representative.
ARTICLE 3 : Stages in the competition : The competition begins on 15th August 2009. Francine COPPENS, association 49+ la BD Francophone, 25 rue du General Marchand F – 59200 TOURCOING, must receive drawings entered by participants no later than the 31 August 2009
ARTICLE 4 : Participants : Present: Public concerned: draughtsmen amateurs or professionals. Are not authorized to take part in the contest: members of the board of directors of association 49+ the French-speaking data base, the jury like their close relations.
ARTICLE 5 : Registration : For all entrants, each entry must contain : surname, first name, address, post code, town or city, country, telephone number, E-mail, a short biography, and parental authorization for minors.
ARTICLE 6 : Criteria of admissibility : The criteria of admissibility are : respecting the theme – originality of the idea submitted – the humour and quality of the drawing. Work considered outside the subject will be disqualified, as will drawings of defamatory and/or racist characters, or characters likely to damage the physical and moral integrity of others. Entrants must also be aware of all these rules, and respect all the instructions.
ARTICLE 7: Terms and Conditions: Entrants of age and legal representatives of entrants who are minors undertake to give all performance rights and rights of reproduction on all types of communication support for written or web based diffusion to the organizers of the competition. From the very fact of their participation, the authors guarantee the organizers and members of the jury against any action, petition, or appeal by third parties concerning the originality of work presented.
Participation in the competition implies acceptance of the present rules. Only one entry per amateur or professional cartoonist is allowed. Drawings will not be returned.
In accordance with the French Data Protection Act, entrants have right of access and amendment.
The association 49+ la BD Francophone, it representatives, members, and organisers cannot be held responsible for lost, damaged, or illegal entries.
ARTICLE 8 : The jury : will be composed of 7 people, professional press illustrators and humorous cartoonists, members of association 49+ la BD Francophone, journalists who write for the press, and press attaches. The jury will meet to deliberate before September 10th. There is no appeal against decisions taken by the jury.
ARTICLE 9 : Competition prizes :
The 50 preselected drawings will illustrate the catalogue of the international cartoonist 2009 competition.
Three prizes will be awarded :
1st prize : Prix de la Ville de Tourcoing (Town of Tourcoing prize), the winner will receive : Crayon en Nord trophy (Pencil in the North trophy) and the sum of Euro 750 (seven hundred and fifty Euro).
2nd prize : Prix du Public ; the winner will receive : Crayon en Nord trophy and the sum of Euro 500 (five hundred Euro).
3rd prize : Prix de l’Association 49+ la BD Francophone ; the winner will receive : Crayon en Nord trophy and the sum of Euro 350 (three hundred and fifty Euro).
These people will be informed of the results by post or E-mail, and after its editing, each person will receive a catalogue.
Winners will receive their catalogue at the address submitted on their entry form.
The three winners will be contacted by the association 49+ la BD Francophone in order to obtain relevant bank details for the transfer of the prize monies.

10TH COMPETITION OF SATIRICAL CARTOONS & HUMOROUS CARTOON STRIPS NAMED SPIRITO DI VINO 2009 – ITALY |

Art.1 Aim of the competition
The Movimento Turismo del Vino – Friuli Venezia Giulia, in collaboration with the Istituto Europeo di Design in Milan, hereby announces a public competition named Spirito di Vino – “Spirit of Wine” competition for prizes to be awarded to artists of satirical cartoons concerning the world and culture of wine.
Art.2 Eligibility
All Italian and non-Italian artists who are at least eighteen years old shall be eligible to take part in the competition.
Art.3 Terms and procedures for delivery of artwork
During the period from 19th February to 31th August 2009, the artists should send, at their own expense and with appropriate protection, their artwork to the following address:

The artists can also e-mail their works within 31th August 2009 to the Movimento Turismo del Vino at the web-page http://www.mtvfriulivg.it/. Artwork arriving after the above date will be excluded from the competition.
Art. 4 Specifications for artwork
Cartoons should not exceed the dimensions of 30×40 cm in vertical (maximum three cartoons). The artwork may be in black and white or colour and may be drawn using any technique.
Art. 5 Composition of the jury
The Movimento Turismo del Vino will nominate a judging committee, including leading figures from the world of satire and journalism. The judgement of the committee shall be final and irrevocable.
Art.6 Organization and award ceremony
On Saturday 19th September, the artists of the works previously selected at the Istituto Europeo di Design in Milan will be invited to, and offered hospitality in, Friuli Venezia Giulia. During the Friuli DOC event, the jury will judge the works on display at the exhibition. The works classified in the first three places will be awarded a selection of fine wines from Friuli.
The prize-winning works shall be the property of the Movimento Turismo del Vino FVG .
The prizes:
1st prize: 150 bottles – 2nd prize: 100 bottles – 3rd prize: 50 bottles
Movimento Turismo del Vino does not guarantee delivery abroad.
Art.7 Liability
The artists hereby assume all liabilities regarding the contents and authenticity of the works presented and hereby authorize the organisers to publish and exhibit said works without any further claim on the part of the artists. The authors of the works shall grant without charge to the Movimento Turismo del Vino – Friuli Venezia Giulia the publication rights and sole rights to the images, which will not be returned. Otherwise, the works shall be considered to have been donated to the Movimento Turismo del Vino – Friuli Venezia Giulia. The artists shall, however, retain the copyright to the works with regard to third parties who, subject to authorisation, may apply to re-use the works. The competing artists hereby consent to the processing and communication of their personal data in the context of, and for the aims of, the competition.
Art.8 Acceptance of the regulations of the notice of competition
Participation in the competition implies the complete and unconditional acceptance of these regulations. Data submitted will be treated in full observance of the provisions of Law 196/2003 (privacy).
